Social Work Leadership and Diversity on senior management board

Response to this request is long overdue. By law, under all circumstances, Lancashire County Council should have responded by now (details). You can complain by requesting an internal review.

Dear Lancashire County Council,

I would like to request the below information in line with the Freedom of Information (FOI) Act 2000. The definitions in this request relate to the Local Authority Social Services Act 1970, in particular when referring to the Director of Adult Social Services or their senior management board (the board)

• The number of Adult Social Care (Social Services) Board Members

• The number that has a social work qualification and are currently registered with the HCPC

• Whether the Director of Adult Social Services has a social work qualification and is currently registered with the HCPC

• Is The Principal Social Worker a board member

• The gender split of the Adult Social Care (Social Services) Board.

• The ethnicity split as defined by UK Census categories of the Adult Social Care (Social Services) Board.

Dear Mr Harvey,

Further to your email of 9 July, we are now in a position to respond.

Lancashire’s Safeguarding Adults Board is currently made up of strategic partners – Adult Social Care, the commissioning and provider arms of the NHS and Lancashire Constabulary. It draws together senior management and advisory representatives from these and other agencies such as the prison service, Lancashire Care Association – agencies involved in the commissioning and/or provision of services to adults who are at risk of abuse or neglect who may not be able to protect themselves. It operates under Section 7 of the Local Authority Social Services Act 1970. The Care Act sets out a statutory framework for adult safeguarding.

We can further advise that the Director of Adult Social Services does have a social work qualification and is currently registered with the HCPC.

Thank you for your response, unfortunately you have applied the FOI questions to the wrong board. I would like the request to apply to the board that is responsible for the delivery of adult social care and reports to the Director of Adult Social Services.

Where you do not operate an adult social care board I would like for the above questions to be applied to the senior management team that delivers adult social care functions and report to the Director of Social Service (DASS) or whoever fulfills this statutory role (if defined by a different name in your authority).

Further in the absence of a formal Adults Social Care Board can you advise whether the PSW forms part if the senior management team as defined above.

I wold like the questions to relate to any operational board that runs adult social care and is headed by the Director of Adult Social Services. We have been advised that LCC have an Adult Leadership Team (ALT) which The Director of Adult Social Service chairs. The Principal Social Worker also sits on ALT.
