For each financial year in which data are held, please provide:
1. The number and percentage of GIDS patients who had socially transitioned by the end of the financial year.
2. The number and percentage of GIDS patients who had not socially transitioned by the end of the financial year.

Please provide these data for each individual GIDS clinic separately and for the service as a whole (GIDS-wide). Please provide these data separately for patients assigned male at birth and those assigned female at birth, and in combination regardless of sex assigned at birth, at both the GIDS-wide and individual clinic level.

Please provide these data in a spreadsheet file to make it easier to analyse them. Thank you very much for your time and help.

Your request for information, as detailed in your email below, has been
handled under the Freedom of Information Act 2000 (FOIA). Please find
below our response:

The information you have requested, on former GIDS patients who had/had
not socially transitioned during their time at this clinic was not
consistently recorded but where held, would be located within freetext
notes sections of patients’ electronic records.  These clinical notes
cannot not be searched/retrieved nor collated via any automated mechanism,
and would require manual review of each patient’s file and extraction of
the relevant data, where held.  This manual processing of such large
volume of data, would considerably exceed the limit to time and resource
provisioned under the Freedom of Information Act 2000 (FOIA).

Section 12 of FOIA states that the authority (ie this Trust) is not
obliged to comply with a request for information if the authority
estimates that the costs of complying with the request would exceed the
appropriate limit.

The Freedom of Information and Data Protection (Appropriate Limit and
Fees) Regulations 2004 has set the appropriate limit as £450 based on a
generic charge of £25 per hour to determine whether the Trust holds the
information, to locate, and then to extract it).

We have estimated that to obtain the requested information, where held,
would require a manual search of all patient records amounting to
thousands of electronic patient files, which, at an estimated 20 minutes
per record would take approximately 333 hours per thousand records.

This means that as the time required to process your request falls outside
the cost limit, your request is refused and exemption from disclosure has
been engaged under s12 of FOIA.

Should you wish to narrow the scope of your request, the Trust would treat
the submission as a new FOI request.

Please note that information provided under FOIA relates to information
held by this Trust at the date on which the request was made.

We trust that you are satisfied with this response. If you are
dissatisfied then please write to us at [1][Tavistock and Portman NHS
Foundation Trust request email] within 40 working days, quoting the
reference details in the header of this email, and explaining the reason
for your dissatisfaction. The Trust would then appoint a senior manager,
not previously involved in this case, to conduct an internal review of our
original response and advise you of their findings, within 20 working
days, which would include either a revised response, or a rationale for
upholding the original response.
