I write further to your recent Freedom of Information request in which you
sought the following information:-

 

·         A list of all Adult Social Care services provided by the Council

·         A list of all Children’s Social Care services provided by the
Council

·         Office telephone number, name of manager and email of manager

The Market Place for Adult Social Care is currently being updated and
whilst there is a lot of information available,  the timeframe for the
Market Place to be fully up and running is the end of September 2016.  We
must therefore give consideration to Section 22 of the Freedom of
Information Act 2000, ‘information intended for future publication’.

 

Section 22 is a qualified, class-based exemption and is therefore subject
to a public interest test. The legislation states that a definitive date
for publication does not need to be set, but that the public body should
be in receipt of the information and have a settled intention to release
it into the public domain.

 

The public interest argument for disclosure is to contribute to
transparency within local Government and to allow this information to be
scrutinised by the public.  Reasons for withholding the information in the
public interest to ensure that the publication of official information is
a properly planned and managed process, to ensure that the data is
accurate once placed into the public domain. Information should be
available to all members of the public at the same time and premature
publication could undermine the principle of making the information
available to all through the official publication process.

 

It is the Council’s opinion that the public interest factors in favour of
withholding the requested information at this time outweigh those in
favour of disclosure. This information is thereby considered exempt under
Section 22 of the Freedom of Information Act 2000.  The Information
Commissioner’s guidance on Section 22 can be found at [3]this link.

It is Council policy, in line with the Information Commissioner’s
guidance, only to release contact details for senior managers.  Attached
is current structure in children’s specialist services with contact
numbers and in relation to Adult Social Care services, the senior manager
