Under the Freedom of Information Act 2000, I am seeking access to any held information which addresses the following points:-
1. Whether staff are entitled to access Social Networking sites (i.e. Facebook, Twitter, YouTube etc…) via the organisations network. If so, which sites?
2. If so, what are the acceptable usage terms (i.e. time spent per day)?
3. Any guidelines which set other standards or good practice in relation to the use of Social Networking sites.
4. Any documents which detail the benefits of marketing the organisation via Social Networking sites.
5. Any guidelines issued to staff in relation to their home use of Social Networking sites.
6. A).How many staff have been disciplined in relation to inappropriate use (including excessive usage) of Social Networking sites?
B). Did the incident take place on the organisations’ premises or was the incident related to private/domestic use?
C). Brief details of the incident in question.
7. Has your organisation made any requests to any Social Networking sites to remove any inappropriate material in 2007, 2008, 2009 and 2010? If so, how many and what was the nature of the posting?
8. Does your organisation hold a list of inappropriate words or phrases, which are automatically filtered out for any Social Networking postings? If so, please can I be supplied with a copy?
9. How much has your organisation spent on consultancy fees relating to setting up and the maintenance of Social Networking sites in 2007, 2008, 2009 and 2010?
10. Do you have any staff resources dedicated to solely Social Networking? If so, how many FTE posts?

I acknowledge your request for information dated 8^th September 2010, and
subsequent request for internal review due to the lack of a response or
acknowledgement.

Firstly please accept my apologies. As the officer responsible for
coordinating and responding to all information requests standard procedure
is for all requests received by any member of staff to be forwarded onto
me, a procedure which was unfortunately not followed on this occasion.
Due to the failure identified by you an investigation is now underway.

In response to your original request regarding Social Networking, I can
confirm that a full response will be provided as soon as possible but no
later than 20 working days as per the Freedom of Information Act 2000.

In response to your request for information I am pleased to provide the
following, in order of questions:

1. Staff are not permitted to use social networking sites except with
special permission for specified work related purposes. At present,
two employees are so authorised.
2. Usage is solely for business purposes.
3. The company has an electronic communications policy which sets clear
standards.
4. Not applicable.
5. The electronic communications policy includes clear guidance in
relation to employees' home use of social networking sites.
6. a) Three employees have been disciplined in relation to inappropriate
use of social networking sites.

b) All three incidents related to private/domestic use.

c) Each involved defamatory statements being posted on a social networking
site in clear contravention of the electronics communications policy.

7. No requests have been made.
8. The electronic communications policy makes reference to filtering
which is done electronically.
9. None.
10. There are no posts dedicated to social networking.

In response to your request for review into the treatment of your request,
I am pleased to provide the following account by way of explanation.

Usually all requests for information are directed to the Rotherham
Metropolitan Borough Council (RMBC)
[2][email address] mailbox and then distributed
centrally to the relevant department of the council. When the original
request was received by Wath Neighbourhood Office, the receiving officer
was unfamiliar with the sending address and suspected it was spam; this is
because typically mail received through Neighbourhood Office mailboxes is
sent from tenants, i.e. John/Jean Smith. For this reason the request was
deleted.

Following your complaint I can confirm that steps have been taken to
reduce the risk of this happening again.

o There is now only one mailbox for all enquiries to 2010 Rotherham
which is: [3][email address].
o All administrative staff are centralised into a new contact centre,
working in one team so experiences can be shared and staff can be
managed consistently.
o A new mail recording system has been developed to log all interactions
and assign tasks to officers to improve response rates. This will
develop to include information requests over the coming months.
o All staff have been made aware and know what to do if they receive
items from whatdotheyknow.com.

In addition to these improved processes and to further reduce the risk of
a similar incident, please could you kindly ensure that all requests for
information are sent to the RMBC mailbox at:
