Social Media Policy and Process

We're waiting for Gwen Swinburn to read recent responses and update the status.

Dear City of York Council,

This requests seems to clarify the governance arrangements and Councillor input to the social media policy and process that the Chief Executive agreed ( with herself) and uploaded as one of the four Officer decisions she has logged since being in post .

The questions are as follows

1. As these two documents are not version numbered or dated- can you confirm these are the versions as uploaded by Mary Weastell in her decision record and also that these are the current versions. If not please provide the current versions and highlight the changes made, and who authorised them.

2. Can you provide all the recorded information into the democratic processes adopted to give this ‘version 1’ legitimacy. Please provide all reports, emails and recorded material including all correspondence with Councillors and ‘private exec’ materials used to try and persuade members to adopt this ‘policy’.

3. Please provide the report that went to committee to validate this process and which committee.

4. Please provide the schedule of consultations for this policy which as recorded in the decision note affected all wards.

5. I am advised that Members of the then Exec refused to agree either the policy or the process but that the CX in spite of these concerns proceeded without their approval. Please confirm this.

6. Can any explanation be given as to why this policy decision ( as against all other policy decisions) was not made by one of her Directors with the required brief ( Director Floyd) and of not sent to committee, why not.

Dear City of York Council,

Please pass this on to the person who conducts Freedom of Information reviews.
I am writing to request an internal review of City of York Council's handling of my FOI request 'Social Media Policy and Process'.
Thank you for this long string of emails but they fail to address key issues.

1. No where does it articulate how such a key policy is delegated to the Chief Executive. Where is the decision that this policy which would normally be an A&G decision was subverted by Pauline Stuchfield and the Chief Executive? Where in her delegated powers or in powers given to her is the authority to make such a policy decision?

2. Whilst there are multiple emails and reports of conversations with various members, over these policies, I see no recorded information that they were agreed to, by members, nor indeed that any agreement that the CX had the powers to agree such a policy. I see no equalities impact assessment related to this new policy, nor any consultation with citizens, the media or the unions.

3. If (say) the Chief Executive was relying on the extra judicial ‘leaders’ Group’ to authorise her scheme, as it appears from the formal report to the leaders’ group of April 18, then where are the related minutes confirming that members have agreed this report. Nowwhere do you provide any proof that despite the emails, they agreed to it. I have been told they refused to support it.

4. In one email it appears the A&G committee were (as I also understood) expecting to consider a report and agree it. Officers somehow reformulated their views to a view that after a while in practice it should be reported to A&G. I wonder why it is not on the forward plan to review the practice of that policy?

Please provide the missing information as above which is the authorities for the Chief Executive to decide a major policy herself, the evidence that any Councillor agreed the policy or even understood that Mary was going to just do it anyway.

Finally as you so kindly provided the formal report to the extra judicial leaders’ Meeting please provide the minutes.
