Thank you for your information request of 28 October relating to the
Intellectual Property Office (IPO) social media management.  Our response
is as follows:

1. Who is your social media management and monitoring tool supplier?

Hootsuite provides our social media management and monitoring.

2. Start date & duration of framework/contract with the supplier:

Date contract started: 01/03/2019.  Renews annually

3. Actual spend on this contract/framework (and any sub lots), from the
start of the contract to the current date:

Amount spent to date: £23,580.00

4. Who is the senior officer (outside of procurement) responsible for this
contract?

We regard contact details of employees within the IPO as their personal
data.  The personal data of such employees is held by the IPO under the
lawful basis of Article 6. 1 (b) of the General Data Protection Regulation
(GDPR), because processing that information is a necessary requirement for
the performance of a contract to which the data subjects are party, i.e.
their contract of employment.  As we don’t collect employees’ personal
data under any another lawful basis and we haven’t told them as data
subjects that we would share their personal data with other parties,
disclosure in response to an FOI request would not be transparent nor fair
so would fail the first data protection principle.  We conclude therefore
that the contact details you have requested are exempt from disclosure
under section 40(2) of the Freedom of Information Act, which relates to
personal information.  Section 40(2) is an absolute exemption to which we
are not required to apply a public interest test.

If you are dissatisfied with the handling of your request, you have the
right to ask for an internal review. Internal review requests should be
submitted within two months of the date of receipt of this email and

the outcome of an internal review, you have the right to apply directly to
