Dear Mr Campbell,
I refer to your information request of March 20 about social media
management. Please accept my apologies for the delay in responding.
Our answers to your questions are as follows:
1) Do you use a Social Media Management platform? Yes.
2) If so, what tools do you use? Hootsuite.
3) What is your annual spend on a Social Media Management tool? Around
£7,600 plus VAT p/a.
4) What dates does your contract with your current supplier end (month &
year)? February 2027.
5)Do you use a tool for Social Listening and/or a Media Monitoring
platform? Yes.
6) If so, what tools do you use? Social listening is included in the above
contract - see answer for Q2.
7) What is your annual spend on a tool for Social Listening and/or a Media
Monitoring platform? Social listening is included in the above cost -
see answer for Q3.
8) What dates does your contract with your current supplier end (month &
year)? See answer for Q4.
9) Who is the senior person responsible for managing these contracts? We
regard personal contact details of employees who do not occupy an outward
facing role within the IPO as their personal data. The personal data of
such employees is held by the IPO under the lawful basis of Article 6. 1
(b) of the General Data Protection Regulation (GDPR), because processing
that information is a necessary requirement for the performance of a
contract to which the data subjects are party, i.e. their contract of
employment. As we don’t collect employees’ personal data under any
another lawful basis and we haven’t told them as data subjects that we
would share their personal data with other parties, disclosure in response
to an FOI request without their consent would not be transparent nor fair
so would fail the first data protection principle. We conclude therefore
that the contact details you have requested are exempt from disclosure
under section 40(2) of the Freedom of Information Act, which relates to
personal information.
Please let me know if you require any further information or explanation.
If you are dissatisfied with the handling of your request, you have the
right to ask for an internal review. Internal review requests should be
submitted within two months of the date of receipt of this email and
should be addressed to [1][Intellectual Property Office request email] . If you are not content with the
outcome of the internal review, you have the right to apply directly to
the Information Commissioner for a decision. The Information Commissioner
can be contacted at [2]FOI and EIR complaints | ICO .
