Thank you for your request for information of 14/12/2020, which has been
processed under the terms of the Freedom of Information (Scotland) Act
2002. Unfortunately, the Council is only able to meet part of your
request; this information is released to you now. I shall address each of
your questions in turn.

 

You asked the following:

 

Q1. How many Joint applicants are registered and waiting on a house?

A1. Unfortunately, due to the impact of Covid-19 on the operations of the
Council, we are unable to provide this data at this time. We do not
currently have a report that would enable us to extract and collate the
data requested. However, a report has been commissioned for this and the
data can be provided once available. It is estimated this may take between
six and eight weeks to complete.

Please accept my apologies for this inconvenience and let me know if you
wish to wait for Joint Applicant data. Alternatively, we would ask you to
inform us if you wish to withdraw this part of your request and re-submit
for more up to date information at a later date?

Q2. How many people on the housing list are eligible for two bedroomed
properties?

A2. 4,829 applicants are eligible for a two-bedroom property. Please note
that the City of Edinburgh Council will allocate a one or two-bedroom home
to a single person or couple.

Q3. How many of people eligible for two bedroomed properties have gold
priority?

A3. There are 83 applicants with a Gold Priority who are eligible for a
two-bedroom property.

Q4. How many people eligible for two bedroomed properties have silver
priority?

A4. The table below provides a breakdown of applicants with Silver
Priority who are eligible for a two-bedroom property.

Q5. What is the average amount of points, excluding priority, a joint
applicant has when they are offered a property?

A5 to A7. As explained in A1 above, we are unable to provide figures on
Joint Applicants at this time.

Q8. What is the average wait for a two bedroomed property if you bid three
times every week?

A8. In 2019/20 the average waiting time for an active bidder to be housed
in a two-bedroom property was 942 days. An active bidder is an applicant
who has placed at least one bid for a property within the last six months.

Under a choice-based letting system, the average time an applicant will
wait to be housed will be dependent on whether the applicant has a
priority awarded to their application due to housing need, the
availability of homes that meet their needs that become available, the
range of property types/areas the household is prepared to consider, and
how actively they are bidding.

When an applicant is registered with EdIndex they are classified as either
a ‘Starter’ or a ‘Mover’ based on their current housing circumstances.

 

Starters

Starters are generally people who do not have their own home:

Homeless households.

People in hostel, supported or temporary accommodation.

People staying care of friends and family.

New households.

Private rented sector tenants.

 

Movers

Movers are people who do have a home but who wish to move:

Council tenants (including joint tenants).

Registered Social Landlords or other social rented sector tenants.

Owner occupiers.

Households in tied accommodation.

 

Waiting time for a Starter is calculated from the date the housing
application form is registered. For example, a Starter who is registered
with EdIndex for one year will have 365 waiting days and a further day is
added for every day they are registered. Starters will have 1 waiting day
when they first register with EdIndex.

Waiting time for Movers is calculated from the date they move into their
current home. For example, a Mover who has been in their home for one year
will have 365 waiting days when they first register with EdIndex and a
further day is added for every day they are registered.

Q9. What is the average wait before joint applicants get housed?

A9. As explained in A1 above, we are unable to provide figures on Joint
Applicants at this time.
