Occupancy' (HMO) Mandatory, Selective and Additional. 
There are also several social landlords in Tower Hamlets.

Social Landlords are exempt from licensing.
Leaseholders of properties where the freeholder is a social landlord are required to 
licence.
In these circumstances we do not have the details of the freeholders in a reportable
