Clarification Required:

 

Please can you clarify what you mean by 'reduced'

 

Do you mean reduced in the year?  Is it at any point in time during the
period or reduced by reference to specific periods such as start and end
of the year.  For example a person may start with 40 hours, have
enablement and reduce to 30 hours but have a crisis a few months later and
finish the year on 50 hours.  Would this person be treated as an increase
or included as a reduction?

I am referring to any point over the course of each of the given years that someone's hours have reduced. So, Re your example, this would constitute as a reduction in hours even though it then increased during the crisis period.

We are unable to provide you with the information for points 1-4 as we
have been advised that it will take over 18 hours to analyse the
information you require. To provide you with this information would entail
a member of staff having to write bespoke reports for each person
receiving a care package from LCC. As your request is asking for a day on
day monitoring of peoples care packages, this would be exceptionally time
and labour intensive to produce.

 

This information is not recorded in a way that is easily retrievable, and
the only way of ascertaining what information is relevant to your request
would involve a manual inspection of the files of all adults that have
been subject to a local authority care package. To collate this
information would incur a commitment of resources in excess of the limit
of £450 set by the Freedom of Information and Data Protection (Appropriate
Limit and Fees) Regulations 2004 (SI No. 3244 of 2004), which equates to
18 hours of work. Section 12(1) of the Freedom of Information Act provides
that a public authority is not obliged to comply with a request where to
do so would exceed such a limit.
