Dear Emmanuel Tombe,

Regarding "consultancy" I mean payments made to external companies/organisations for the purpose of managing social care services (excluding provision of services to individuals) and budgets.

Dear Barnet Borough Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Barnet Borough Council's handling of my FOI request 'Social Care Policies'.

Thank you for your response - however I have noted some issues.

On question 1, I asked for information over the last five years but was only given one years worth of information. Please could I have the information I have asked for over the past five years.

Furthermore, you say you haven't raised council tax to pay for social care costs. However, I live in Barnet and my council tax bill says otherwise. Please could you double check you have answered this correctly.

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/s...

Yours faithfully,

Rachel O'Brien

--------------------------------------------------------------------------

Dear Ms O'Brien

I write further to your request for an internal review of the attached
response to your request for information.

Your request for review

On question 1, I asked for information over the last five years but was
only given one years worth of information. Please could I have the
information I have asked for over the past five years.

Furthermore, you say you haven't raised council tax to pay for social care
costs. However, I live in Barnet and my council tax bill says otherwise.
Please could you double check you have answered this correctly.

I have undertaken the internal review and the outcome of my review is set
out below.

Response

I will take each element of your request in turn.

On question 1, I asked for information over the last five years but was
only given one years worth of information. Please could I have the
information I have asked for over the past five years.

I have checked with the service and they have confirmed that the figure
included in their response refers to the total spend on the implementation
of a pre-payment card system for service users over the last 5 years. The
period quoted was the period of implementation.

Whilst this response was accurate, it is understandable that you should
query it, considering that no further information was provided by the
service on this matter.

I have contacted the service and asked them to ensure that they provide
more clarity in the future.

Furthermore, you say you haven't raised council tax to pay for social care
costs. However, I live in Barnet and my council tax bill says otherwise.
Please could you double check you have answered this correctly.

I can confirm that the response to this element of your request was in
error. The council have indeed used the social care precept in recent
years. Please see our published budget statements for more information on
this matter:

I apologise for this error in the original response. We have raised these
issues with the service and will provide training to ensure that their FOI
performance improves in future.

Your rights

If you remain dissatisfied with the handling of your request, you have a
right to appeal to the Information Commissioner at:
The Information Commissioner's Office, Wycliffe House, Water Lane,
Wilmslow, Cheshire, SK9 5AF

Telephone: 0303 123 1113
Website: [2]www.ico.org.uk
There is no charge for making an appeal.

Yours sincerely
