The Council recently purchased a new social care IT system from Careworks

Can SCC please confirm:

1. Which version was tendered by Careworks in the original procurement? Was it version 5 or the new system, which is named version 6? I understand that 'version 6' is a completely new system ie not built on the same Microsoft platform as version 5
2. Which version was demonstrated by Careworks during the original procurement? Version 5 or version 6?
3. Is the Careworks solution live within Adult social care? (For the avoidance of doubt, by “live” I mean the solution is managing the full end to end process of social care statutory requirements, including payment of providers and carers)
4. If the answer to Q3 is Yes, which version is live, V5 or V6?
5. If the answer to Q3 is No, what is the current target date for live usage of the Careworks solution in ASC and which version is being implemented?
6. Is the Careworks solution live (using the above definition) within Children’s social care service?
7. If Yes, which version is live, V5 or V6?
8. If No, what is the current target date for live usage of the Careworks solution in CSC and which version is currently being implemented?

Comment:
I find it strange that the council evaluated one product when the supplier would have known that it was scheduled for obsolescence, and that you are now implementing a wholly new, unproven system. This seems like either sharp practice on the part of the supplier, or lamentable lack of rigour on the part of the Council.

What is the point in running a competition to assess systems when the system we eventually take isn't the one we tested? It's like putting a Ford Mondeo through a series of tests, and then buying a Skoda - the testing which was undertaken is simply irrelevant.

How can this be regarded as a compliant procurement process? I appreciate that Brexit may mean that EU procurement regulations will cease to apply at some future date, but they certainly applied when this process was undertaken. To reiterate: Care Director v6 is NOT an upgrade to Care Director v5 - it is a wholly new, unproven system with a completely new software platform.
