Social Care Charging and Disability Related Expenditure
Dear Croydon Borough Council,
Please could I have the following information relating to social care charges for users of social care in NON-RESIDENTIAL care settings:
1) How many people have been charged for non-residential care broken down by financial years 2021-2022 and 2022-2023?
2) How many of the above are working age ( between 18 and 66 years old) broken down by financial years 2021-2022 and 2022-2023?
3) What was the total amount of money received by the Local Authority from non-residential care charges broken down by financial years 2021/22 and 2022/23?
4) Can you provide me with the number of individuals broken down by financial years 2021-2022 and 2022-2023 who have had debt management procedures initiated against them due to non-payment of non-residential social care charges? (By debt management procedures, I mean any escalation in debt recovery, such as automated reminders, letters before action, and referral to a debt collection agency.)
5) How many individuals have been taken to court for not paying social care charges broken down by financial years 2021-2022 and 2022-2023?
6) What is the total number of complaints and review requests related to financial assessments for care charging, broken down by financial years 2021-2022 and 2022-2023?
7) Are there any standard disregards given to people as part of Disability-Related Expenditure to assess their contributions for non-residential care?
8) If the answer to the above question (no.7) is yes. How much is the Disability Related Expenditure disregard?
9) Since April 2021, broken down by financial years 2021-2022 and 2022-2023, how many requests have been made for additional Disability Related Expenditure?

Subject: Social Care Charging and Disability Related Expenditure
Your request is being considered and you will receive a response within
the statutory timescale of 20 working days, subject to the application of

has now considered your request under the Freedom of Information Act
2000. For ease of reference, I will now address each of your questions in
turn.
Please could I have the following information relating to social care

The information for question 3 is already available in the public domain
following our statutory returns, and is therefore exempt from Croydon
Council under Section 21 of the Freedom of Information Act 2000,
‘Information reasonably accessible to the applicant by other means’.
Section 21 is an absolute exemption and therefore does not require the
public interests balancing test to be applied. The council can confirm
