I am looking into this FOI and require some clarification. The question in
matter is question 8.

 

8.            Please provide the number of patients receiving social care
support for 2016/17 and 2017/18 split by the following types of care:

a.            Physical support

b.            Sensory support

c.             Support with memory and cognition

d.            Learning disability support

e.            Mental health support

f.             total

 

Is this asking for the number of service users with the listed Primary
Support Reason, or just their Support Reason. For example, somebody with a
primary support reason of Mental health support could also have received
some sort of social care for physical support, meaning they would be
counted twice. Would you like this to be considered or would you just like
the primary support reason counted.

We write further to your Freedom of Information request and apologise for
the delay in responding.  Please find below the Council’s response to your
enquiry.

 

Social Care Financial Review

1.            Has the council undertaken any financial reviews to identify
erroneous payments with regards to social care funding allocation or
payments in the last five financial-years (2012/13 – 2017/18)? 

The Council’s computerised care management system continually reviews
payments to care providers and is able to automatically reclaim any
erroneous payments.  However, there are still occasions where overpayments
need to be recovered manually, and these are managed on an ad-hoc basis. 

 

a.            If so, please state who conducted this review?

Any manual reclaiming of overpayments is conducted in-house by Council
staff.

 

b.            What was the period covered in the review?

The process of reviewing payments and making adjustments for any errors is
done on a continual basis; therefore the period covered in relation to
this FOI request is 1 April 2012 to 4 January 2019.

 

c.             Description of the review which was conducted?

If overpayments to care providers are identified, the automated care
management system records it and makes a commensurate deduction in the
subsequent month’s payment to recover the money owed.  Where this is not
possible, invoices are raised manually and debts recovered in accordance
with the Council’s debt collection policy.

 

d.            What was the value of the erroneous payments identified?

                Since 2012/13, a total of £791k of overpayments have been
identified, against which invoices have been raised.

 

e.            Of which, how much was recovered?

Of the £791k invoiced, £780k has been recovered.

 

f.             How much did the third-party charge for the review?

The council doesn’t use a third party to recovers its debts.

 

Personal Health Budgets

1.            Please provide the Councils spend on social care personal
health budgets (PHBs) for

a.            2016/17

b.            2017/18

The Council does not provide Personal Health Budgets for any of its
service users.  Personal Health Budgets are a means of meeting people’s
healthcare – as opposed to social care – needs; they are administered by
the local NHS Clinical Commissioning Group (CCG).

 

2.            Please provide the number of patients the Council has on
social care PHBs for

a.            2016/17

b.            2017/18
