Kent County Council

Dear Mr Louth

Thank you for your request for information. Kent County Council's response
is as follows:

The Number of Care Workers (employed directly):

Assignment Count: 668
Full Time Equivalent: 318.25
Head Count: 598

The Number of Care Workers (employed through third party):

Total number is 764. Please note that this is on an ad hoc shift basis and
these shifts can vary from 4 hours to sleep in 10 hour shifts.

Cost Per Hour (employed directly):

Hourly rate of pay: £8.51
On-costs percentage: 26%
Cost to KCC: £10.72

Rate Paid to Employee for Each (employed directly):

£8.51

Cost Per Hour of Each Employed/ Rate Paid to Employee for Each (through
third party):

In relation to the request for pay and charge rates in relation to the
supply of temporary workers into Kent, a private company Kent Top Temps
(KTT) provides a ‘vendor managed service’ for Kent County Council in
respect of the provision of temporary workers and other non-directly
employed staff. KTT source workers from their own bank of staff and from
other suppliers. The information you have requested is exempt
from disclosure based on ‘Commercial Interests’ Section 43(2) of the
Freedom of Information Act 2000 which exempts information, disclosure of
which would be likely to prejudice the commercial interests of any person.
In this case the commercial interests of Kent Top Temps Ltd would be
prejudiced for the reasons set out below. KTT have advised me that they do
not believe there is an outweighing public interest in making this
information public.

The level of pay and also charge rates that KTT Ltd and the contracted
supplier base charge is information that would be hugely beneficial
to its competitors should this be disclosed publically. KTT believe that
this would detrimentally affect the business, both in relation to
competing for other clients as well the possibility of it
affecting  its current client base.

If you are unhappy with this response, and believe KCC has not complied
with legislation, please ask for a review by following our complaints
process; details can be found at this link
[1]http://www.kent.gov.uk/your_council/have...
on our website. Please quote reference FOI/12/1669.

If you still remain dissatisfied following an internal review, you can
appeal to the Information Commissioner, who oversees compliance with the
Freedom of Information Act 2000. Details of what you need to do, should
you wish to pursue this course of action, are available from the
Information Commissioner’s website
