Hello,

I hope you're well.

Under the Freedom of Information Act 2000, please can you provide separate information for each of your hospitals/facilities providing mental health inpatient services:

- Is the hospital smokefree (i.e. does not allow smoking anywhere on hospital grounds) and, if yes, what date did this happen?
- How many patients/service users have absconded/gone AWOL while on leave for each separate calendar year since 2000 (or for each year you have information)?
- Of these, how many patients/service users have absconded/gone AWOL while on leave to have a cigarette or where the report mentions cigarettes for each separate calendar year since 2000 (or for each year you have information)?
- When looking at all incident reports (not just those in which a patient absconded), how many incident reports mentioned "smoking", "smoke", "cigarette" or "lighter" a) in 2017, b) in 2018 and c) in 2019?

If this request will come in above the cost limit, please advise how I might refine it.

Dear Claire

 

We have reviewed your Freedom of Information request and must advise you
that there is no way we can answer your third and fourth questions, as our
incident reporting system does not allow us to run reports to this level
of detail.  This means that someone would need to manually read through
every single absconsion report (as a guide, there were 2,415 such
incidents between April 2016 and May 2019 alone) to find out how many of
them were related to smoking.  The system does not enable us to search for
keywords so we would not be able to answer the final question either. 
Needlees to say, answering both questions would far exceed the FOIA
Section 12 ‘appropriate limit’.

 

We can confirm that all Trust sites are smokefree.  

 

We would be able to provide you with the total number of absonsions per
year (but only since 2009) – but I would appreciate if you could confirm
that this figure alone would still be of any use to you (in view of the
fact that we can’t link any of those to smoking, which appears to be the
main purpose of your request).

Hello, the following clarification of Q2 may be helpful:

I would be looking for the number of occasions, rather than the number of individual patients.

I.E if one patient had failed to return from leave on three occasions that year, that this would count as 3 rather than 1 in the figures.
