Smart Parking and Planning Permission

On June 8th 2016 it was reported in The Courier that MP Pete Wishart had asked Perth and Kinross Council to investigate the three car parks operated by Smart Parking in Perth were possibly operating without planning permission.

1. Can you confirm what the outcome of this investigation was?
2. Can you confirm, or otherwise, that Smart Parking already had planning permission for the 3 sites at Kinnoull Street, Mill Street and Watergate on June 8th 2016?
3. If so, what date was Planning Permission granted for each site?
4. If not, was planning permission subsequently granted, on what dates was it granted and was this granted retrospectively?
5. If the sites continue to operate without planning permission, what action is being taken to address this?

Dear Perth and Kinross Council,
Your response to my request has been delayed. By law, you should normally have responded promptly and by 19 April 2021.

Given that the request was a relatively simple one for you to respond to, I cannot see any reason - including that of the Covid situation - why it has not been responded to in a timely manner, given that all that was required was some basic information regarding dates and planning status that should have easily been available to hand at the Planning Department. Please deal with this matter promptly.

I refer to your request for information dated 18 March 2021. I apologise

The information you requested was:-

Relative to the above, I have been advised of the following:

 

Question 1

We are unable to find any letter or response regarding this matter. In
terms of section 17(1)(b) of the Freedom of Information (Scotland) Act
2002, this is formal notice that this information is not recorded.

 

Question 2

Planning approval had previously been approved for car parks at the listed
sites.

 

Question 3

17/2/1999  - Kinnoull Street, Perth

9/4/2003 Watergate, Perth

25/9/1998  Mill Street, Perth

Question 5

These sites have planning consent to operate as car parks so no action has
been taken.
