in relation to the handling of your FOI request. In your initial email

We sought clarification from you on 8 June as we are not familiar with the
term 'Pro Con Partners'

 

You responded the next day and provided the following information

 

"ProCon Partners received five projects, which have a combined overall
value of £2.4 billion with you to ensure the smooth delivery of smart
motorway installations across England.

A search for information relating to Pro Con Partners was conducted and it
was concluded that Highways England do not hold any records in relation to
them.

 

This was explained to you in our response dated 16 June.

 

Unfortunately, your email does not specify the reasons for your complaint.
However, by way of an explanation, we have a duty as a public authority to
inform you whether we hold the information you are seeking. This is in
accordance with Section 1(a) of the FOI Act. I have spoken to the relevant
business team who handled your initial request to determine the extent of
their search. I am satisfied that a full search for the information has
been conducted by the business team and that we do not hold any
information relating to Pro Con Partners.

 

If you are not content with the outcome of the internal review, you have
the right to apply directly to the Information Commissioner for a

ProCon Partners have been contacted and been made aware of Highways England's requirements when publishing statements in relation to work carried out on our behalf. They have confirmed that they are a sub-contractor for Highways England and that no further statements have been published since July 2017.
