I am writing to request an internal review of Highways England Company Limited's handling of my FOI request 'Smart Motorways and POPE studies'.

I first wrote to HE on 24 Feb asking for POPE studies of Smart Motorway schemes. I received an acknowledgement but no reply. I wrote again on 24 April asking when I will receive a reply. I again received a an acknowledgement but no reply.

Highways England have gone far beyond the time allowable to respond, nor have HE requested more time to deal with my request.

o M1 Junctions 23a-25: Smart Motorway
o M4/M5:M4 J19-20 & M5 J15-17 Smart Motorway

o M1 Junctions 19-16
o M6 J5-8 (BB phase 3)

 

Please note that these are subject to change given factors which may arise
during analytical assurance. Also note that timing of POPE studies is
considered around factors such as other road works in the vicinity of the
scheme which may lead to us scheduling that study later on. We aim to
evaluate at a time when traffic is representative of normal traffic
conditions after opening.

 

An example of re-scheduling is the M5 junctions 4a to 6 scheme. On this
stretch there was overlap with M5 junctions 5 to 7 improvements and
Oldbury viaduct maintenance within the evaluation period. Once these had
cleared, the Covid pandemic saw traffic levels drop. There will be a joint
study on the impacts of the smart motorway and junction improvements and
we will re-assess traffic conditions in Autumn 2021 to determine
scheduling of the evaluation for this stretch then.
