Dear Stoke on Trent City Council,

Please provide a complete list of business addresses and their
occupiers with rateable values between £2,000 and £12,000 that are
NOT in receipt of small business rate relief.

Please also list their property description, actual liability (i.e.
rates payable) and what
date they are liable from, as well as the billing authority
reference number for each account.

Please can you ensure this information is accurate and up to date.

Thank you for your request for information about business rates.  Your
request was received by the Information Rights Team on 01 December 2014. 
This is being dealt with under the terms of the appropriate Information
Rights legislation.

We have now considered your request and a copy of the information is
attached.
 
The information supplied may be used for domestic or journalistic
purposes.  Its use for commercial gain including issuing to the public,

under the Reuse of Public Sector Information Regulations 2005.
 
Request:
 
Please provide a complete list of business addresses and their occupiers
with rateable values between £2,000 and £12,000 that are NOT in receipt of
small business rate relief.
 
Please also list their property description, actual liability (ie. rates
payable) and what date they are liable from, as well as the billing
authority reference number for each account.
 
Response:
 
We have taken the request for “actual liability (ie. rates payable)” to be
the liability due at the start of this financial year after all previous
balance transactions and reliefs/exemptions have been taken in to
account.  We have also taken the occupier to mean the liable party of the
property.
 
The first report details the liable party, the property address and
description of properties between 2000 and 12000.
 
The second report details property reference number (billing authority
reference number), current rateable value(rateable values) the liable
party, the property address, the account start date and the liability for
2014 as mentioned above.
 
You will need to match the two sets of records to determine which do not
receive the “small business rate relief”.  Unfortunately, because of the
way our officers have had to produce the reports, the first report uses
the account reference number (which are withheld), the second report uses
the property ref number and so the only way to match will be with the
liable party name, RV and address.
 
Account references are withheld under section 40 of the Act and will not
be provided.  This is because account references refer to specific
individuals and this is therefore considered personal data.
 
Section 40 allows a public authority to withhold information if its
release would contravene the principles of the Data Protection Act.
