Dear Runnymede Borough Council,

Please can you provide me with the following information under the
Freedom of Information Act 2000:-

(a) Addresses and rateable values of commercial premises that are
within your District Council up to a rateable value of £12,000 who
are eligible for, but not currently receiving small business rate
relief; and

(b) The name of the liable person/company of those properties
referred to in (a)
(c) The billing authority reference for each property

(d) The annual liability payable in 2013/14

I refer to your email request of 17th October 2013 for information under the Freedom of Information Act 2000 regarding Small Business Rates Relief in this borough.

I have attached two files with most of the information requested. The first file is a list of all businesses with an RV of less than £12,000. The second file is a list of all businesses with an RV of less than £12,000 and receiving SBRR. I am unable to run a report of accounts that do not have a particular relief so you will have to compare the two lists to extract those that do not have SBRR.

With regard to named individuals, I can confirm that Runnymede Borough Council has the information you requested but I am withholding their names as I consider that the exemption(s) under Section(s) 40 (2) of the FOI Act 2000 applies. Section 40 states personal data of any other person (third party data) is exempt under section 40 (2) if disclosure would breach one of the data protection principles. I can also confirm that this Council holds Business Rates account numbers but I am withholding that information under section 40 (2) as they are personal to the account holders and are used for reference and identification/security purposes.
