It doesnt matter if you are unable to differentiate between a person and a company as per the refusual issues as I am not looking for any personal information.
I am merely looking for the address of those Rateable Values that qualify for SBRR but are not in receipt of it.
To suggest that it takes me over the limit allowed is ridiculous as this information is very easily extracted.
I know for fact that it is and I will leave it at that for the moment.

Dear Mr Dee – according to my records your request for information was
refused on 2 September 2013 and you appealed against this refusal. This
appeal was heard on 27 September by the Council’s Deputy Chief Executive
and the appeal was not upheld. This was confirmed on 3 October and you are
now at liberty to refer the matter to the Information Commissioner.
To reiterate the basis of the Refusal and the Review the systems used by
the Council do not provide a straightforward means of distinguishing
between those accounts which are covered by the data protection
legislation eg sole traders and those which are not eg limited companies.
Hence the reference to Section 12 of the Freedom of information Act 2000
in the Refusal Notice. The Notice also explains that Section 31 of the Act
is engaged because, by placing the information in the public domain, it
increases the risk of fraudulent activity on the Council’s business rates
accounts.
The Council will, of course, co-operate with any investigation the
Information Commissioner instigates.
