I refer to your request for information received on 24 January 2022
concerning Beddington Incinerator Tonnage (Beddington Energy Recovery
Facility).

Please find responses to each question raised below.

* Can you provide known details of the new variations permit that Viridor have applied for the second increase (just a year after the previous one).

Viridor (operator of the Beddington Energy Recovery Facility) has informed
the South London Waste Partnership (SLWP) that it has made an application
to the Environment Agency (EA) to vary the facility’s environmental
permit. The EA is the environmental regulator of the Beddington ERF and is
responsible for ensuring that it is operating safely and does not cause
harm to human health or the environment.

 

Below are the key issues relating to the submission, which has been
informed by a summary of the permit variation application provided by
Viridor.

 

Tonnage - Viridor’s application to the EA is seeking to increase the
amount of waste that can be processed at the Beddington ERF. If approved,
the variation would see the total tonnage of waste that can be treated at
the ERF increase by 10%, from 347,000 tonnes per annum (tpa) to 382,000
tpa.

 

Emissions - Viridor’s permit variation application is not seeking to
change the existing emissions limits. Viridor states that the ERF can
treat this additional waste and continue to operate within the existing
limits of the environmental permit. We have been informed the submission
includes a newly modelled Air Quality Assessment and Human Health Risk
Assessment. 

 

Safety - Viridor says that sufficient real-life data is now available to
show that the facility is operating well and can run efficiently and
safely with a higher throughput of waste. Viridor has worked with
technical specialists to conduct inspections and performance tests to
ensure the ERF’s existing instrumentation and controls are suitable and
sufficient to operate at an increased rate.

 

Vehicle movements - Currently there are c.65,000 vehicle movements per
annum associated with the Beddington ERF. Viridor states that the proposed
variation would increase this by 17%, to c.76,000 vehicle movements per
annum. This remains below the 96,739 vehicle movements per annum that was
modelled as part of the original (2012) planning application for the
facility. 

 

EA process and consultation - As the environmental regulator for the
facility, it is the EA who will process the application and determine a
decision. Based on our current understanding, the EA is expected to
consider this as a ‘Substantial Variation’. If this is the case, this
would mean that the EA’s determination process will include a period of
consultation. It is expected that the application will be formally
processed around summer 2022 and a decision on a consultation period will
be determined (subject to EA’s processing times). The consultation will
allow residents and stakeholders to review the technical information that
has been submitted by Viridor in support of their application, and share
feedback with the EA directly. Assuming this timeline is followed we would
expect the EA to make their determination on the application in
autumn/winter 2022.

The SLWP was notified by Viridor on 10 January 2022 that a permit
variation application had been submitted and the London Borough of Sutton
was notified on 11 January 2022.
