Dear HM Passport Office,

This FOI request relates to skin colour effects in the passport photo upload/checking service available at: https://www.passport.service.gov.uk/phot...

Can you please provide:

1) Any assessment valid at service launch covering:
i) giving “too dark” photo warnings to people with non-white skin,
ii) compliance with legal obligations under the Equality Act, especially the effect of race and skin colour, on the acceptance rates of photographs;

2) If any assessment given in part (1) is felt to be out of date due to service changes and iterations, please also provide the current document;

3) Please also provide any operational service summaries or reports/statistics, from the last 6 months, which show any effect of skin colour on photo acceptance rates within the automated photo checks (these may take the form of sections in meeting papers/minutes if there is regular reporting on these issues)

4) If not already included above, please also provide any assessment made at or before service launch of how the training dataset for developing the checking service reflected (or otherwise) the characteristics (and photos) of existing UK passport holders (in particularly, protected characteristics of the Equality Act)
