Dear Young People’s Learning Agency for England,

Could you please advise what the YPLA's medium/long term plan is for provision of Sixth Form education in Marple, Hazel Grove and Cheadle, within the borough of Stockport ?

Also, please advise what Cheadle+Marple Sixth Form College's medium/long term plan is for provision of education within their 3 campuses.

Finally, what happens to assets belonging to a Sixth Form College if it is closed and "wound up" ?

Copies of any documents / minutes concerning the points above would be appreciated.

Dear Mr Corrie,

I am writing in response to your Freedom of Information request below.

The YPLA was established by the Apprenticeships, Skills, Children and Learning Act 2009 and launched in April 2010. Its function is to provide financial support to young learners; by funding Academies, general FE and sixth form colleges, and other 16 - 19 providers; and supporting local authorities in their statutory duty to ensure sufficient suitable education and training provision for young people in their area.

The YPLA does not plan, commission or determine the provision that should be made available in a locality, neither does it have a role in receiving and approving the plans of colleges and providers. It is for local authorities to work with their partners to shape provision in their area by identifying gaps, enabling new provision and developing the market. Local authorities may wish to set this out formally in a strategic overview of provision and needs in their area, although this is not prescribed. As autonomous organisations, schools, Academies, colleges and independent providers are responsible for planning what they deliver, designing and delivering learning programmes within the context of the priorities for young people in their area, as determined by the local authority and their partners. They are also accountable for student performance and their own improvement.

I would therefore refer you to the local authority in respect of any strategic overview of provision in the borough of Stockport and to the college itself for information about its plans for the provision of education at each of its three campuses.

Where there is a proposal to dissolve a sixth form college (SFC), we consider the degree to which provision continues to be required to meet local needs in the locations currently served by the college which is being dissolved. Where provision continues to be required (as set out above), it is therefore expected that, as part of the proposal to dissolve the SFC, there will be clear plans to transfer the assets/property to another education provider. These plans will form part of the consultation on the dissolution with the overarching aim of such a plan being to ensure minimal disruption to learners. All plans would be subject to formal public consultation led by the local authority and the final decision would be made by the Secretary of State.
