Site Assessment and Survey, Zebra Crossing, St Nicholas Drive

We're waiting for S.J.Holland to read recent responses and update the status.

Dear North East Lincolnshire Council,

On 23rd October 2023, at a Portfolio for Environment & Transport Meeting, a decision was made 'Not to progress a scheme to introduce a controlled pedestrian crossing at this
location at this time but to continue to monitor traffic speeds and volumes along
with pedestrian demand and review the situation should further evidence arise of
an increase in pedestrian demand or additional road safety concerns be raised.' Thsi location being acorss St Nicholas Drive IWO of the school crossing.

Item 4 on the agenda refers.

I would like to receive a copy of both the Site Assessment and Site Survey as referred to in Section 13 of Cpater 6 of the Traffic Signs Manual which were used to underpin that decision.

This location being across St Nicholas Drive IWO of the school crossing. I
would like to receive a copy of both the Site Assessment and Site Survey
as referred to in Section 13 of Chapter 6 of the Traffic Signs Manual
which were used to underpin that decision.

The data was collected between 09:00 and 15:00 acknowledging that there is
an existing School Crossing Patrol at the site where the crossing has been
requested.  The SCP covers the two peak periods when children are going to
and from school and as such the benefit from the controlled crossing would
only be realised outside of school pick-up and drop-off times (when the
School Crossing Patrol wasn’t present) .  It should be noted that at this
point the pedestrians and vehicles were not classified.  This was
acknowledged as an error in subsequent correspondence and further
classified counts of pedestrians and vehicles were carried out. 

 

An assessment of the data was carried out by the Traffic and Transport
Manager in preparation of the Portfolio Holder report, the assessment was
not formally recorded due to the very low number of pedestrians present. 

 

Subsequently, on receipt of further traffic and pedestrian data a formal
assessment of the crossing request was carried out.  This ADPV²
calculation is attached above.  An ADPV² score of over 20million would
suggest that there is a need to install some form help for pedestrians to
cross the road at this location. Whilst the ADPV² calculation is
27.6millon (and above the threshold to ‘do something’’) the presence of
the SCP mitigates risk when pedestrians are at most risk.  Outside of
school times the ADPV² scores are significantly lower than the threshold. 
Note however that the threshold for where a controlled crossing should be
considered is 70million. This supports the decision in the October
Portfolio Holder report.
