Please pass this on to the person who conducts Freedom of Information reviews.
I am writing to request an internal review of Independent Office for Police Conduct's handling of my FOI request 'Sir David Calvert Smith independent review - 18-page version ref: 5025250'.
I disagree with your decision to completely withhold the 18-page version of the review under sections 40 and 42 of the FOI act. The review was into the Serious Fraud Office's handling of the Unaoil Case. One of its biggest cases to date, and its failure cost taxpayers £16M and led to the resignation of the SFO's director. The public should be able to see the report in full.
Presumably this review also cost a considerable amount of public money, as it was undertaken by a former director of public prosecutions.
With that in mind, can you please release a version of the 18-page report that has the material that falls under sections 40 and 42 redacted?

Thank you for your email. We will be conducting an internal review of our original FOIA response.
Please note that there is no statutory requirement or time limit within the FOIA for carrying out an internal review. However, the Information Commissioner considers that internal reviews should normally take no longer than 20 working days and never longer than 40 working days. We will aim to provide our response by 13 February 2025 and will notify you if we anticipate any delays in meeting this timescale.

In your email of 16 January you say:

The SFO’s handling of the Unaoil case was not the subject matter of the IOPC independent review by Sir David Calvert-Smith, as confirmed by the summary on our website: https://www.policeconduct.gov.uk/publica...
We further note that on the same day you requested an internal review, you made a separate request to the IOPC for “the total cost of Sir David Calvert Smith's independent review into the Serious Fraud Office’s handling of the Unaoil Case”.
It appears, therefore, that you are requesting information that the IOPC does not hold, namely, Sir David-Calvert Smith’s Independent Review into the Serious Fraud Office’s handling of the Unaoil Case – R v Akle & Anor. Information about this review, including the 106-page report, is available on Gov.UK and enquiries about it should be made to the Serious Fraud Office or the Attorney General’s Office.
