Signalling information for the Blackpool lines
Dear Network Rail Limited,
Please provide the details of the signalling for the lines from Preston (exclusive) to Blackpool North and Blackpool South and the Burn Naze branch (I believe these are the lines with ELRs BCR, KBS1, KBS2, PBN, and WPS). The information should include but not be limited to signalling scheme plans, locking tables, and box or panel diagrams.
I understand that both lines are closing tomorrow for resignalling and, therefore, there are no operational security reasons for withholding the information as it will no longer be current.

In response to your query about the three files, I have been advised that the three documents are drawings with the following titles:

I have been advised that these documents were not provided because they relate to a location which is not within the area of the re-signalling scheme. Please let me know if you would like the internal review to consider whether these three documents should have been disclosed.

Thank you for your reply to my email.
You state that you are treating my email as a request for an internal review. It is not clear to me that this is necessary.
Ms Wolstenholme supplied me with a list of the over 1300 documents. The descriptions of these documents are not always clear and, while I was not surprised that I was able to identify gaps in what I had been supplied, it took me some time to do. I do not believe that these documents were being deliberately withheld from me; rather, I view the contents of the CD sent to me as a good-faith attempt to meet my request.
Therefore please treat my email of 13 March as either a further clarification of my original request or as a separate request for these documents, whichever will be the fastest.
In respect of the three documents relating to Moss Side ABCL, these are not documents I am interested in at the present time. Therefore I am not concerned whether they should have been disclosed or not.

I accept that staff names have been withheld under section 40(2) of the Act. I have no interest in these names and your action is completely understandable.

In respect of sections 31(1)(a) and 38(1) of the Act, I would like to
correct your apparent misapprehension. While I accept that, in principle, it would be possible for these sections to apply to the type of information I have requested, I do not accept that they apply in this specific case. I did not appeal your decision in this matter on my request FOI2017/00047, but this was for unrelated reasons.
I await the arrival of the CD with interest.
