In Area 9, I understand all over £25,000 claims are the subject of a pre-payment Area 9 QS Audit

1. please confirm this is the case, is completed on all repairs above £25,000.00 and provide the information relating to this; the internal agreement and exchanges with Kier on the subject

on occasions it is necessary to provide materials and /or signage, such as Give Way signs, Diversions etc. please

2. provide, or direct me to, the extract of the contract that addresses and limits / agreements associated with these hire periods, and the time in which repairs should be undertaken and any maximum that can be charged for signage 'hire'.

with regard to inspecting signs whilst awaiting repair,

3. please advise the inspection arrangements of said temporary installations i.e. how often this should occur and what resources this should involve.

dealt with your request under the terms of the Freedom of Information Act

We have completed our search for the information, and I can confirm that
we hold some of it.

There isn’t a pre-payment audit for all over £25,000 claims for Area 9
Asset Support Contract (ASC), there is however a Commercial review of all
over £25,000 Green Claim cost packs received from Kier (the Service
Provider) before it is sent on to the National Highways Green Claims Team.

I can confirm that under Section 1(1)(a) of the Freedom of Information Act
2000 we do not hold the information requested.

This arrangement is at the request of the Midlands Region Operations Team
and there is no formal internal agreement between Operations and
Commercial. The arrangement applies to the Area 9 ASC with Kier which
concluded 30 June 2022, and has been maintained for any residual claim
packs submitted by Kier after the term of the contract period. As this is
a National Highways internal arrangement for Area 9, it was not necessary
to involve the Service Provider.

I can confirm that under Section 1(1)(a) of the Freedom of Information Act
2000 we do not hold the information requested.

The Area 9 ASC does not include limitations to hire periods or prescribe
specific times for repairs to be completed.

The ASC Service Provider is entitled to recover the Defined Cost of
equipment.

Signs Manual, inspection requirements should be commensurate with the
level of risk at the location.

Mr P Swift left an annotation ()

Chapter 8 comprises 3 manuals, spanning over 700 pages. It does not appear unreasonable to be directed to a specific volume and section/page. The ‘level of risk’, to my understanding, relates to the amount of signage and not inspection. Where is there reference to site inspection?

What is an ‘audit’ if not a review?

It appears there should be some evidence/information about this, some exchanges on the subject, if only internal. Possibly, the request needs to focus on this and an example, or examples, of the audit/review conduct.
