Sick leave contract

Dear City of York Council,

Last year a report was presented to Councillors to address the sick leave malaise at the city Council. Members agreed to spend around £200k on this endeavour rather than address this problem internally.

1. Please can you provide or provide a link to staff sickness monitoring reports as supplied to members either in committee or on private executive over the last 3 years.

2. Please provide the call for tenders and the completed process for selecting the winning tenderer.

3. Please provide the proposal by the winning tenderer and their work plan to achieve a reduction in sick leave.

4. In terms of addressing the issue has an analysis done by the Council or the suppliers on the patterns of sick leave down to section level ( individual days, individuals, regular patterns, etc)

5. If this was done was this provided to Councillors? Please provide a copy here.

6. Regarding the current sick leave policy and protocols please provide these for all staff and chief officers.

7. Regarding any new protocols under this outsourced arrangement please provide the revised protocols and expectations.

2. Please provide the (a) call for tenders and the (b) completed process
for selecting the winning tenderer.

 

(a) The process followed was a below threshold invitation to tender
process.  Five suppliers were invited to tender, and the opportunity
wasn’t advertised, so there is no ‘call for tenders’ as such.

 

(b) The evaluation process used was CYC’s standard evaluation model: five
officers review each bid, and scored them against the questions issued as
part of the ITT.  The scores were collated and checked to ensure
consistency, and then combined with the pricing scores.  Following
interviews and any further due diligence needed, the chief officer
involved decided that the winner of the evaluation process would be
appointed and engaged.

 

3. Please provide the proposal by the winning tenderer and their work plan
to achieve a reduction in sick leave.

4. In terms of addressing the issue has an analysis done by the Council or
the suppliers on the patterns of sick leave down to section level (
individual days, individuals, regular patterns, etc)

 

There has been no analysis done by the supplier to date as the contract
has just commenced.  Ongoing analysis is carried out within Directorates
in reviewing absence levels on a regular basis.

 

5. If this was done was this provided to Councillors? Please provide a
copy here.
