Dear Shropshire Council,

According to an article published on Feb 23, 2023 in the Shropshire Star, see below, the Council intends to give away SECTION 106 agreemeny funds collected from Shrewsbury builders which includes, self-build indvidual projects to 'house refugees'.

1) Can you confirm or deny that the Council have decided to donate £750,000 as per the artice below?

2) Can you confirm the date when the donation will take place?

3) Under what authority does the Council have to provided housing to refugee?

4) By what authority is Shropshire not offering housing as per the refugees to local homeless people and vetrans?

"...A report to be considered at a meeting of the full council next week sets out plans to bolster the fund by borrowing a further £3.2m and using £750,000 of ‘section 106’ money collected from housing developers.

The report, from Mark Barrow, the council's director of place, says 26 homes of two or more bedrooms will be purchased for Ukrainian refugees who are homeless or at risk of homelessness, along with four homes with a minimum of four bedrooms for homeless Afghan families who are currently living in hotels.

All homes will be new builds or nearly new, and will be managed by STAR Housing, the council’s arm's-length social housing provider...."

The council is utilising Section 106 and Housing Revenue Account (HRA)
funds to assist in purchasing properties that will initially be used for
Ukrainian guests and Afghan refugees. This will then be managed as Council
stock. This follows government guidance.

 

 2. Can you confirm the date when the donation will take place?

This information is not held. No date has been specified yet as the
council is in the process of purchasing the properties.

 

 3. Under what authority does the Council have to provided housing to
refugee?

refugees to local homeless people and veterans?

The properties will initially be offered to Ukrainian guests and Afghan
refugees in line with government guidance but after this will be managed
as general needs accommodation as part of the Council stock with the HRA.
