Under the Freedom of Information Act, I request the following information in relation to your Short Breaks Services Statement:

1) What evidence do you have that the statement is accessible to families (i.e. unique visitors/ postal reach etc.)?
2) How often do you review the Short breaks statement? When was the last time you revised it and for what reason?
3) How many children have been refused short breaks services because of eligibility criteria in the last twelve months? How many of these had an assessment?
4) How often do you consult families on the content of the short breaks statement? When did this last happen and how many families were involved?
5) What evidence do you have that you deliver short breaks to children and young people as outlined in your statement?
6) How many children do you have records of that you consider to be currently eligible for short breaks?

Thank you for your information request, reference number NEL/0327/1516. I
wish to confirm that North East Lincolnshire Council holds the following
information:

 

Under the Freedom of Information Act, I request the following information
in relation to your Short Breaks Services Statement:

 

1)             What evidence do you have that the statement is accessible
to families (i.e. unique visitors/ postal reach etc.)?

We do not collect data which would provide this evidence

 

2)             How often do you review the Short breaks statement? When
was the last time you revised it and for what reason?

The Statement was developed in 2011. It was reviewed in 2013 in readiness
for the Local Offer. It has not been reviewed since that date.

 

3)             How many children have been refused short breaks services
because of eligibility criteria in the last twelve months? How many of
these had an assessment?

No children were refused short breaks services because of application of
an eligibility criteria.

 

If a family meets the criteria for assessment under S17 CA1989 their needs
are assessed. 

 

Following the assessment a Social Worker works with the family to identify
outcomes desired and a Service / Resource to achieve the outcomes.

 

4)             How often do you consult families on the content of the
short breaks statement? When did this last happen and how many families
were involved?

We have not had a wide ranging consultation exercise since the first 2
Statements were produced but have consulted on individual areas.

 

In 2013 we consulted with families on their needs for children with
complex health needs and developed provision accordingly. Families were
invited to a series of coffee mornings and consulted individually as well.
About 17 families were involved.

 

Families receiving short break services are routinely surveyed about their
satisfaction with the services received and further needs.

 

Parent’s Forum representatives sit on key strategic boards and a parent
chairs the children’s Autism Board. These influence the development of
short breaks.

 

2 ‘market place’ events have been held with the Parent’s Forum in 2014/15.
These not only gave families the opportunity to see what services provide
and also to comment on gaps in services. These were well attended with
over 60 families at the first and 100 at the second event.

 

5)             What evidence do you have that you deliver short breaks to
children and young people as outlined in your statement?

The record of services provided to individual families which are reviewed
annually provides this evidence.

 

For other services, with direct referral, individual providers keep their
own records.

 

Child minders also keep their own records.

 

6)             How many children do you have records of that you consider
to be currently eligible for short breaks?

114 children are in receipt of short breaks under S17 CA 1989.

 

The LA no longer keeps statistics on children accessing direct referral
services such as out of school provision, holiday & weekend activities,
adapted cycles, beach wheel chairs, child minders, Children’s Centre
activities
