SHLAA sites at Risk of flooding

Dear Bradford City Council,
We note that Table E in the revised SFRA ((July2019) registers a number of SHLAA sites at significant risk from Surface Water flooding. Four sites in Addingham are described as “ potentially unsuitable for development based on Surface Water Risk”
Further , para 6.5.1 recommends consideration of withdrawal of 3 Addingham sites on the basis of a significant level of Fluvial or Surface Water risk. Council has approved an Application relating to AD006, we note that building work is largely complete.
This is a request for information regarding other SHLAA sites in the District, listed in Table E or para 6.5.1, which have been the subject of pre-application discussions or applications or for which approval has been granted since 2011.

I refer to your request dated 9^th December 2019 under the Freedom Of
Information Act asking to supply the following information:

 

1.    A request for information regarding other SHLAA sites in the
District, listed in Table E or para 6.5.1, which have been the subject of
pre-application discussions or applications or for which approval has been
granted since 2011.

 

 

The Council’s response is set out below:

 

 

With regards to your request for details of any pre-application
submissions for these sites this would require an officer to retrieve and
collate information from the Council’s pre-enquiry planning application
data base. There would be two parts to this work. Firstly it will be
necessary to check each of the 150 sites listed in ‘Table E and/or para
6.5.1 in the SFRA document’ you refer to and  see if there has been a
pre-application enquiry. This will take in excess of 2.5 working days of
officer time given the number of sites involved. The second piece of work
would relate to the collation and the necessary redaction of confidential
information in relation to that information found where there has been a
pre-application submission in the case of the 150 sites. At this point in
time the actual number of sites within the 150 listed sites that have been
the subjection of a pre-application enquiry since 2011 is unknown.

 

Section 12 of the Act makes provision for public authorities to refuse
requests for information where the cost of dealing with them would exceed
the appropriate limit £450. This represents the estimated cost of one
person spending 2.5 working days in, retrieving and extracting the
information from various sources.

 

We estimate that it will take us well in excess of 2.5 working days to
determine appropriate material and locate, retrieve and extract the
information in reference to your request. Therefore, your request will not
be processed further.

 

Notwithstanding the above you may wish to consider refining your search by
reducing significantly the number of sites to be checked. In such a case I
could review the position as to whether or not the work would fall within
the £450 cost limit.

 

In terms of the second part of the request regarding planning applications
and related approvals, the Council Planning Register is publicly available

The Strategic Housing Land Availability Assessment ( SHLAA) is currently
being updated and will be published in due course in support of the
on-going work on the Local Plan. Detailed work on site allocations will be
subject to public consultation later this year (together with relevant
evidence) as the Council moves the Local Plan towards submission to
government and examination.

 

In accordance with the Freedom of Information Act, if you are not
