Thank you for your Information Request received on 19 May 2021.
This information is being provided as a statutory obligation under the Freedom of Information
Act 2000.
You’re Request:
1. I would like to know which company has installed shipping containers on the Gaywood
estate and all the documents available on the matter. In particular
2. Request made to install those containers
3. Purpose of use of those containers
4. Authorization documents, length of authorization
5. All documents sent to warn residents about this. And if none, why were there no
communication?
Our response:
1. Saltash Construction Company
2. A request was made by Saltash, Partnering Contractor as part of the early
planning for the Borough & Bankside scheme for site setup/compound in the
area. Like most major works schemes, we require storage of materials, as well
as welfare facilities for the site team and operatives. Due to the lack of available
spaces in the Borough & Bankside area in which to house the aforementioned
facilities, we looked at using some of the open space towards the end of
Gaywood Street, as we were working on this street as part of our scheme. It is
in a central location to the streets we were working on, and had sufficient
access for vehicles to access if and when necessary. An agreement was made

that this should be used, and the location was agreed for any and all containers
to sit away from paths, parking, and other areas that would cause
inconvenience to residents/pedestrians. Other options were looked into on a
walkabout in the Borough and Bankside area, but these were not workable due
to limited access routes, private land, etc. This scheme was more problematic
in that it was within the congestion charge area, and transporting goods to and
from Saltash’s office/compound in Ormside Street on a daily basis wasn’t
feasible.
3. There was no approval process to follow once the location for the containers had been
agreed. Authorisation is until November 2021, however the need for the containers to
stay on site for the internal aspect of our programme is still in discussion. The
containers will likely remain until such time as all works are completed in the area.
4. The proposal was put forward to the Project Manager, Area 5 and agreed by him.
5. Proposal was made for Major Works to lead on communication with Tenants and
Resident Associations to notify them of proposals for the site compound. Resident
Services were to be included as part of that conversation.
