Thank you for your email received on 12 02 18 requesting information from
City of Glasgow College. 

We are not disclosing this information on the basis of section 33 of the
Freedom of Information (Scotland) Act 2002 for the following reasons:

The information relates to the detail, scope and methods of the
contractor's service offering and the service levels they commit to
provide. This unique methodology is at the core of the value of their
business and if the contract, or any part of it, was released into the
public domain it could very easily have a detrimental effect on their
business, including the possibility of providing an unfair advantage to
competitors by allowing them to see the confidential terms on which they
do business with the College.

From the College’s point of view, this could also prejudice our commercial
interests, in that other suppliers could use such terms as a benchmark
when discussing future deals and seek to limit the College’s negotiating
position and its scope to agree different or more favorable terms.

 

Furthermore we do not consider that it is in the public interest to
disclose this information given the possibility of prejudicing fair
competition and value for money in relation to public procurement.

If you are dissatisfied with the handling of your request, you have the
right to ask for an internal review. Internal review requests should be
submitted within 40 working days of the date of receipt of the response to
your original letter and should be addressed to: Paul Clark, College
Secretary.

We have reviewed our response and can confirm that the response to this
request remains as stated in our original disclosure response and restated
below:
