Shared Services - Invoice Backlogs

Dear Business Services Organisation (Northern Ireland),

Your responses to FoI 470/2015 dated 17 November 2015 refers.

Please now provide updated information in relation to the remaining
backlog of invoices the HSC BSO Shared Services Centre holds for
both HSC Trusts and other HSC Bodies. The outstanding backlog
figures should, as previously, be broken down by both volumes and
values.

In addition please provide a breakdown (same basis) in respect of
the legacy invoices included in the overall invoice backlog figure?

What are BSO trying to hide?

The backlog of legacy invoices I am seeking information about includes invoices dated prior to February 2014. Some of the legacy invoices are at least 22 month old. On this basis alone HSC BSO have good reason not to want to disclose information which could potentially embarrass or disclose deficiencies within the Organisation.

This was a new request but clearly such is HSC BSO's desire to hide the information they have not even attempted to respond and have simply adopted the wording from an earlier Internal Review response.

HSC BSO are clearly desperate to avoid disclosure but why!! To answer my own question I will suggest 2 reasons incompetence and embarrassment - of course neither are valid reasons!!!
