Further to your email dated 30^th December, in which you request the
disclosure of information under the provisions of the above Act, we are
now in a position to respond.

 

 

Response from Children's Services:

1. Do you currently have any shared services within Social Care with other
Local Authorities? 

If yes, please state with who and in what areas e.g Children’ s, Adults
etc…

 2. Please describe your plans for joint working between Social Care and
Health.

The Inclusion and Disability Support Service is working with the Clinical
commissioning Groups (x6 in Lancashire and x2 CCGs that partially cover
Lancashire districts), the Commissioning Support Unit, provider services
from Lancashire Care Foundation Trust and Blackpool Teaching Hospital plus
acute and tertiary hospitals to jointly plan and commission provision for
children and young people with SEN and disability as part of the SEND
reforms signalled in the Children and Families Bill and new SEN Code of
Practice due to receive Royal Assent by April 2014.

A multi-agency SEND Governance Board has been established with an
operational team from the Local Authority and Health Services to address
the significant service delivery changes for children  and young people
with SEND aged 0-25 commencing from 1 September 2014.

We already work closely with health services to ensure the health needs of
children looked after in foster placements are met.

 

 

 

Response from Adults Services:

 

1.    Do you currently have any shared services within Social Care with
other
Local Authorities?

If yes, please state with who and in what areas e.g Children’s, Adults
etc…

Within Adult Services we currently have the following shared services with
other Local Authorities - Statutory independent mental health advocacy,
statutory independent mental capacity advocacy including relevant person's
representatives and the advocacy access point is commissioned together
with Blackburn with Darwen Council.  Also the access point deals with
children's health and social care complaints as well.

Non statutory advocacy for health and social care is commissioned
alongside the NHS in the form of the CCGs in the Lancashire area (6 in
all)

 

We are currently working on our plan for the 'Better Care Fund' which is
an area of shared services involving both local authorities and health
that is currently being developed. Joint plans are expected to be
announced around mid-April.

2. Please describe your plans for joint working between Social Care and
Health.

Adult Services work closely with the health services on a number of areas:

1.    We advise the CCGs in improving the health of their population and
reduce health inequalities. This is one of the mandated public health
services for the local authority.

2.    We jointly commission services with them. For example…substance
misuse, being an associate in their contracts.

3.    Facilitate partnership working between social care, health services
and the district councils

 

As described in the answer to question 1 we are currently working with the
CCGs on developing our plan for the "Better Care Fund" the joint plans
should be announced around mid-April.
