Dear Mr Fox

I refer to your recent enquiry relating to the above.

From our preliminary assessment, it is clear that we will not be able to
answer your request without further clarification as in its current format
the request is too vague.

The Council requires further information in order to identify and locate
the information you have asked for.  In particular, it would be useful to
know what specific information you are interested in.

Once you have clarified the information you require, I will action your
request.  If I do not receive clarification within three months, this
question will be considered to have lapsed. (Under section 1(3) of the
Freedom of Information Act (FOIA), a public authority need not comply with
a request unless any further information reasonably required to locate the
information is supplied).

Please remember to quote the reference number above in any future

Dear Freedom Info,

Thank you for your reply.

To clarify my first question, I am looking for information on shared services which cover both jointly commissioned and jointly funded services across local authority boundaries.

To clarify my second question, I am asking if you have any plans to join up your IT systems and processes for Health and Social Care. Some Councils have incorporated health with social care, with social workers working under health in some cases. Any details you can provide would be appreciated.

Yours sincerely,

Ben Fox

Dear Mr Fox

I refer to your recent enquiry relating to the above which has been dealt
with under the Freedom of Information Act 2000.

Please accept my apologies for the delay in responding to you.

Please find below the Council’s response:

Please could you provide answers to the questions below regarding Shared
Services.

1. Do you currently have any shared services within Social Care with other
Local Authorities?

If yes, please state with who and in what areas e.g Children’s, Adults
etc…

2. Please describe your plans for joint working between Social Care and
Health.

Clarifications:

To clarify my first question, I am looking for information on shared
services which cover both jointly commissioned and jointly funded services
across local authority boundaries.

To clarify my second question, I am asking if you have any plans to join
up your IT systems and processes for Health and Social Care. Some Councils
have incorporated health with social care, with social workers working
under health in some cases. Any details you can provide would be
appreciated.

response:

1)      We currently have the following contracted services procured in
partnership with other Councils:

- Independent Mental Capacity Act Advocate contract shared with Wakefield
Local Authority.

- A shared contract across Yorkshire and Humber with Shop4Support to
deliver the Connect to Support EMarket Place.  Contract hosted by
Doncaster Council.

- Alongside NHS and Council services in Calderdale and Kirklees, a
contract with the Brunswick Centre to deliver HIV/AIDS Support Services

2)      We have no plans to join up IT systems or processes across LA
boundaries.

We currently have shared services with NHS commissioners (ie Clinical
Commissioning Groups or CCGs) within Kirklees for social care for  mental
health and for learning disabilities.  For mental health the CCGs take the
lead and for learning disabilities the Council takes the lead. Assessment
and care management for these services is delivered via integrated
teams.    These arrangements have been in place for a number of years.

For a number of years we have also had an Integrated Community Equipment
Service which is funded via a pooled budget across the Council and the two
Kirklees CCGs.

We are continually working closely with NHS partners, via the Health and
Wellbeing Board, to find opportunities for closer and more integrated
working in order to achieve better co-ordinated and efficient services.

If you are not content with the handling of your request, you have the
right to ask for an internal review.  Requests for internal reviews should
be submitted within 2 months of the date of receipt of the response to
your original request and should be addressed to the Monitoring Officer,
Civic Centre I, PO Box 1274, Huddersfield HD1 2WZ.  Alternatively, you can

Please remember to quote the reference number above in any future
communications.

If you are not content with the outcome of any review you have the right
under section 50 of the 2000 Act to apply to the Information Commissioner
for a decision as to whether your request for information has been dealt
with in accordance with the requirements of the Act.  The Information
Commissioner’s website is at [2]www.ico.gov.uk and gives more information
about the role and duties of the Commissioner.  The Information
