Shared Projects with Arms Companies
Dear University of Hull,
I am writing to formally request information under the Freedom of Information Act 2000. Specifically, I would like to request the following details:
Does the university have any joint initiatives or research projects with arms and defence companies?
- This includes, but is not limited to, companies such as Airbus, Babcock International, BAE Systems, Boeing, Chemring, Elbit Systems, General Dynamics, General Electric, Honeywell, Huntington Ingalls, JCB, L3Harris Technologies, Leonardo, Lockheed Martin, Meggitt, Northrop Grumman, QinetiQ, Rolls-Royce PLC, RTX (formerly Raytheon Technologies), Smiths Group and Thales.
What is the nature of these relationships?
If it is not possible to provide the information requested due to the information exceeding the cost of compliance limits identified in Section 12, please provide advice and assistance, under the Section 16 obligations of the Act, as to how I can refine my request. If you need any clarification on any part of my request, then please contact me using this email address.
Under your section 16 duty to provide advice and assistance I would expect you to contact me if you find this request unmanageable in any way before the twentieth working day. If for any reason you are not able to fulfil all parts of my request, please respond to those that you can respond to, setting out your reasons for not responding to the entire request.
Should you require any clarification or further details regarding this request, please do not hesitate to contact me via email. I am more than willing to discuss and refine the request as needed.

Good Morning,
Our Ref: 3242, 3243, 3244
Please see attached response which was sent on the 4th of October, which was a collated response to the three FOIs submitted around the same topic/subject area.
We received an email from you on the 14th October as below -
"Thank you for the information provided.
As per Section 16 of the FOIA, please would you be able to give me advice on how I can refine my request. Can you please provide recommendations for how I can find information within the statutory limit/cost?
I also would like clarification on whether the three requests are being treated separately or whether they are being treated together? If in the latter case, I would like to understand why they are being combined as this would significantly reduce the amount of time that can be spend on each request.
Please can you provide answers to these questions as soon as possible so that we can move forward with the FOI."
We responded also on the 14th of October as below, to which we have not received a reply to date -
"We note we have provided a response to Q2 in full, therefore we will not include this in our response below.
In regard to your query around combining your requests, ICO Guidance states 'When can we refuse a request on the grounds of cost? When calculating the costs of complying, you can aggregate (total) the costs of all related requests you receive within 60 working days from the same person or from people who seem to be working together.' Freedom of Information Act 2000 also referenced below -
'12. (4) The [F1Minister for the Cabinet Office] may by regulations provide that, in such circumstances as may be prescribed, where two or more requests for information are made to a public authority-
(a) by one person, or
(b )by different persons who appear to the public authority to be acting in concert or in pursuance of a campaign,
the estimated cost of complying with any of the requests is to be taken to be the estimated total cost of complying with all of them.' (https://www.legislation.gov.uk/ukpga/200...).
With regards to Q1/Q3, we will need to clarify with the expert areas to see if we can retrieve any data (within cost limits).
We will get back to you once we can advise further."
We have logged this as an internal review and a response will be sent within 20 working days.
