Dear Mrs Thompson,

 

I refer to your request for information, which was received on 19^th
December, 2011 and has been dealt with under the Freedom of Information
Act 2000.

 

The specific information you requested was as follows:

 

“I understand that the County Council recently began to share IT services
with Dyfed Powys Police. Could you please provide the following;

 

1. All documents, reports, risk assessments and appraisals relating to the
merger.

 

2. Total cost to Carmarthenshire Council of the merger, eg new equipment,
legal advice, protocol, officer time.

 

3. Any revised protocol relating to, but not exclusively; privacy issues,
access by the council to the Police National Network and Police access to
County Council records.

 

4. Any correspondence through either personal/official email accounts
relating to this merger.

 

5. Initial and proposed job losses within the council's IT department
relative to the merger.”

 

In response, we do not hold any information in relation to a “merger”, as
there has in fact been no merger of the IT Services of Dyfed Powys Police
and Carmarthenshire County Council.

 

The Council and the Police have only entered into a Shared Service
Arrangement at this stage in relation to the post of Joint IT Manager. 
The Council and the Police Authority share the costs of the Joint IT
Manager on a 50:50 basis.

 

A key issue now is to assess the extent to which any further sharing of IT
facilities would benefit both organisations. However, both organisations
are committed to ensure that there is no compromise of security arising
out of shared facilities.

 

As a result of this arrangement, the Council were able to make the post of
Head of Information Technology redundant. At this stage, there are no
further identified reductions in staffing arising specifically out of the
Shared Service Arrangement.
