Could you provide me with information regarding to SGO means tested payments please?

Is means tested financial support regarding an sgo order in place at your discretion for instance, could means tested sgo be disregarded in a support plan and provide a sgo with a full financial support with no mean tested? Has this been done in the past and could be done in futer. If so how many sgos with LAC children have this kind of financial agreement.
