I am actively involved with a series of complaints of sexual abuse by a male police officer against male children that go back to the 1980's. I know from recent interviews that some records of accusations against a D & C police officer exist so why have you lied by telling me that your records do not go that far back.

Dear Mr Fay,
 
Further to your email on January 1, 2013, further contact was made with
the Professional Standards Department for clarity on the issue you have
raised. 
 
The Professional Standards Department have offered the following
information in relation to this issue. 
 
“We can confirm that an allegation of sexual abuse was made to the Devon &
Cornwall Constabulary in 1988/89 against a serving officer who has
subsequently retired. This matter was investigated and as far as can be
ascertained no prosecution followed. Unfortunately, due to the passage of
time, and in accordance with established force policy, all the relevant
papers in relation to this investigation have been destroyed. In 2011 and
2012 further contact was made and the Public Protection Unit has commenced
a review of the present situation.”
 
I hope this now clarifies the matter suitably.

I have been repeatedly reporting for years to Devon & Cornwall police my having being sexually abused & raped as a 6yr old child by a teacher (who I can name & identify) & his clergy & police friends.

CHILD SEX ABUSE & CHILD RAPE

The below relates directly to the above initial Freedom of Information act request to Devon & Cornwall police. Child Sex Abuse & Child Rape which numerous police officers from Devon & Cornwall Constabulary covered up & ignored for years!

Devon & Cornwall police were 1st alerted to this Child Sex Abuse & Child Rape in 1987/88. Devon & Cornwall police just ignored it. Again in 2004 it was raised with Devon & Cornwall police. Devon & Cornwall police ignored it again. Again it was raised with Devon & Cornwall police in 2006, & they ignored it.

In 2007 it was raised again & has been repeatedly year on year. I as the victim/witness have raised the Child Sex Abuse & Child Rape I experienced when as a 6yr old child, along with a catalogue of Cornwall police misconduct, dishonesty, perjury, and homophobia which has been raised with Devon & Cornwall police.

Devon & Cornwall police ignored it, along with witnesses, physical evidence, & documentation... just as did the IPCC, who have buck passed complaints back to Devon & Cornwall police to dismiss & cover up for their police mates!

In Feb/Mch 2010 I gave over 6hrs of statement on video to Devon & Cornwall police, including the historic child rape & a growing list of interrelated incidents of further related police dishonesty, criminality, corruption & homophobia.

Devon & Cornwall police not only ignored the video, they buried the 2010 6hr video victim/witness evidence statement against police. Police even refused a freedom of information act request to access the video as had been previously promised by a police inspector.

Over 20yrs of raising the Child Sex Abuse & Child Rape with Devon & Cornwall police & other related multiple incidents repeatedly ignored by a plethora of corrupt, dishonest & homophobic police officers. I can name & identify many of the police officers responsible since 2004.

Following the Jimmy Saville Sex Abuse scandal, in Nov 2012 as the victim/witness, I attempted yet again to raise the Child sex abuse & Child rape I experienced as a 6 to 10yr old, but has been repeatedly ignored by Devon & Cornwall police.

As a victim of child rape & police homophobia I wrote an OPEN LETTER to Mr A Hogg, new Police Crime Commissioner for Devon & Cornwall Police. I was ridiculed & derided, & then banned from the PCC discussion forum by PCC administrators for bringing up these issues. Victims of crime clearly of NO concern to Mr Hogg, Devon & Cornwall Police Crime Commissioner.

In Jan 2013, in a desperate last bid & in a state of suicidal depression at the usual police obstruction I as victim/witness of child sex abuse & victim of child rape contacted Essex police.

In just one week Essex police confirmed by email police had sexual abuse information going back as far as 1971 regarding ONE of the child rapists I have repeatedly identified to Devon & Cornwall police. Repeatedly ignored by Devon & Cornwall police (& other authorities), but worse as the child rape & police homophobia victim I have been threaten, bullied & homophobically intimidated repeatedly by Devon & Cornwall police to SHUT UP!

Essex police have allegedly opened an investigation into the historic Child Sex abuse & Child Rape, which took place over a number of years in Benfleet, Essex.

I’m posting this here as I genuinely fear such is my experience of police corruption that Devon & Cornwall police may convince Essex police to quietly abandon the investigation.

My previous experience as child rape victim & victim of police homophobia is that Devon & Cornwall police inevitably will attempt to cover this up. That is my experience of Devon & Cornwall police usual commonplace practise where police officers are involved in crime & misconduct.

As victim of this child rape I’m in no doubt that Devon & Cornwall police (top down, including COG, BCU, CID, CIOS Diversity & IAG, inc. within the former Cornwall police authority & now within the new PCC administration) will be desperately colluding & disposing of evidence of their police collusion in covering this reported CHILD RAPE & other issues of related police misconduct & criminality since 2004.

But that’s simply just what Devon & Cornwall police DO! I have encountered a lot of Devon & Cornwall police officers, but I do not believe I have ever met one capable of impartiality, integrity, decency, transparency of conduct, who can or is capable of acting with any honesty where there are public reported incidents of police criminality & misconduct.

EVERY Devon & Cornwall police officer I as victim/witness have had contact with since 2004 (…and that is a lot of police officers) is complicit & has contributed by their negative police misconduct actions & homophobic attitudes, failure of duty of care by their colluding in covering up this reported Child Sex Abuse & Child Rape, along with related other multiple incidents of criminality, dishonesty & homophobia repeatedly carried out by numerous identifiable Devon & Cornwall police officers.

When a member of the public makes a complaint against a police officer, it should be taken seriously…not covered up as is Devon & Cornwall routine practise!

Dec 2012: A recent Consultant Clinical Forensic Physiatrist report for a crown court tribunal on my incapacity health care needs following two suicide attempts due DIRECTLY to police intimidation, threats, bullying, victimisation, ridicule & police homophobia since 2004 stated:-

“The effect of unfolding events on him (the victim of police misconduct) has been similar to that observed in individuals repeatedly exposed to near-life threatening events with trauma response developing involving high levels of vigilance for threat, an inability to stop thinking about the traumatising events and a persistent sense of needing to protect oneself, along side ‘grievance thinking; in which it is hard to free oneself ruminating on …having been mistreated’

Please write to:- Mr A Hogg, Police Crime Commissioner for Devon & Cornwall Constabulary & demand that public complaints against police are actually taken seriously, & not just covered up, dismissed & ignored as is current routine & accepted police practise in Devon & Cornwall Constabulary.

I have been emotionally & homophobically RAPED repeatedly by police officers encountered in the Devon & Cornwall police force, to the point I just do not care who knows I was raped as a child, if it contributes in any way to stopping police criminality & misconduct being ignored & covered up by the authorities as is current dishonest practise I have experienced.

“Because as the victim of years of child sexual abuse, I can categorically state the repeated CHILD RAPE I experienced as a 6 to 10yr old little boy pales into NOTHING, complete & absolute insignificance when compared to the adverse impact & effects of the violations, dishonesty, corruption, criminality & homophobic abusive attitudes year on year on year as I have encountered since 2004 to date carried out by Devon & Cornwall police officers … and that Devon & Cornwall police abuse & violation is still on going”!

The above is a true statement of fact to my recollection & knowledge.

NOBODY in authority is willing to help (including Mr A Hogg the new Police Crime Commissioner, who has also ignored this reported historic child sex abuse) because of the can of worms of this Devon & Cornwall police dishonesty, police corruption, police criminality & police homophobia opens up regarding police misconduct & failure of duty of care for years.

There is NOT ONE single police officer in the Devon & Cornwall Police force I would trust as being honest or honourable. There is NO police integrity & NO police impartiality in the Devon & Cornwall police force.

In my experience, Devon & Cornwall POLICE are the criminals we are warned about!

I am writing to request an internal review of Devon and Cornwall Constabulary's handling of my FOI request 'Sexual abuse involving a police officer'.

Further to my requests for information of the number of accusations of sexual abuse or assault made against a Devon and Cornwall police officer during the last 30 years the officer concerned has now admitted committing a number of these crimes over a long period of time and has been sentenced by the court in Taunton.
I do understand that there are some brief records kept.
I therefore request that you provide me with the original information requested which was that you give me the number of accusations of sexual abuse or assault made against a Devon and Cornwall police officer during the last 30 years.
It would also seem appropriate and acceptable to me at this time that the information is restricted to allegations against the recently convicted ex officer.
