How many people currently living in Lancashire have been convicted of an offence against a child that was listed in schedule 1 of the Children and Young Persons Act 1933 (i.e. sexual offence / violent offence on young people under the age of 18 / kidnap etc) and/or the Home Office Circular 16/2005 list of offences, but aren't currently on the sex offenders register? Please can you indicate the sex/religion/race/nationality of the offenders. In 2005 the Home Office produced guidance on replacing the term “Schedule 1 Offender” with the term “a person identified as presenting a risk, or potential risk, to children”. This guidance included a list of offences that should act as a trigger to further assessment. Any individual who commits any of these offences, or any offence where a child was involved, should be regarded as posing a potential risk to harm, with further assessment of this risk being necessary. Contrary to your constabularies further assessments, how many people living in Lancashire are currently identified as posing a potential risk to harm children? Please can you indicate the sex/religion/race/nationality of the offenders.

How many people on the sex offenders register in Lancashire have re-offended whilst living in Lancashire? Please can you indicate the sex/religion/race/nationality of the offenders. How many of these offenders weren't born in the Lancashire area? Please can you indicate the sex/religion/race/nationality of the offenders. How many were then subsequently bailed to a Lancashire address following being charged? Please can you indicate the sex/religion/race/nationality of the offenders.

How many of the sex offenders in Lancashire have previously served a custodial sentence for a sexual offence? Please can you indicate the sex/religion/race/nationality of the offenders.

Please can I have the statistics separately for the 6 areas in East Division - Burnley, Pendle, Blackburn With Darwen, Ribble Valley, Rossendale; the 4 areas in West Division - Blackpool, Fylde, Wyre, Lancashire and Morcambe; and the 4 areas in South Division - Preston, South Ribble, Chorley, West Lancashire. Please can you indicate the sex/religion/race/nationality of the offenders.

Kind Regards,

Yours Faithfully,

Wesley Hall

Dear Lancashire Constabulary,

By law, public authorities must respond “promptly” to requests. I interpret this to mean that you should respond as soon as is practical, taking into consideration factors such as the quantity of information I have requested, your workload from other requests, and the staff available to deal with them. In any case, the law states that you must respond within 20 working days. I submitted by initial request on the 14th October. It's now 12th November. Exactly 20 working days since I requested the information. Please respond promptly. It's the law.

Yours sincerely,

Wesley Hall
