1. With regard to the sewerage system along Clotherholme Road, Ripon: At what capacity is the sewerage system currently working? For example, serving 500 dwellings running at 75% capacity.
2. What are the capacity implications on this stretch of the sewerage network from the development at Bishops Glade (end of Bellman Walk)?
3. What are the capacity implications on the same sewerage system from the proposed development on Claro and Deveril Barracks of 1,300 new dwellings?
4. If the capacity of the sewerage system on Clotherholme Road will not cope with the recent and future developments in the area, what is Yorkshire Water's strategy to mitigate the increased demand?

I refer to your request for information submitted to Yorkshire Water dated
4 October 2019. Please find below the data which you have requested in
red.

 

 1. With regard to the sewerage system along Clotherholme Road, Ripon: At
what capacity is the sewerage system currently working? For example,

We are not able to provide a number estimate as to what capacity the sewer
network is currently running along Clotherholme Road. However, due to the
level of development, we have advised that a feasibility/area study will
be required and this will give us an idea of existing flows and the
effects the new developments will create.

 2. What are the capacity implications on this stretch of the sewerage
network from the development at Bishops Glade (end of Bellman Walk)?

150 properties pumping 6 l/s foul only.  This should not adversely affect
the sewer network.

 3. What are the capacity implications on the same sewerage system from
the proposed development on Claro and Deveril Barracks of 1,300 new
dwellings?

Yorkshire Water and the Planning Authority are aware of new development in
this area. As above, Yorkshire Water has highlighted to developers that a
feasibility study will be required to help understand the impact of the
development’s foul flow on our sewer network and any network upgrades
which may be required. The demolition of the barracks will create a
partial offset.

 4. If the capacity of the sewerage system on Clotherholme Road will not
cope with the recent and future developments in the area, what is
Yorkshire Water's strategy to mitigate the increased demand?

Yorkshire Water will be responsible for any upgrade works that are
required to our network. The exact nature of these works, if any, will not
be known until the feasibility study has been completed.

Regulations 2004.  Following the definition of environmental information
given within the regulations, your request for information does not fall
within the scope of this legislation.  We will consequently not be

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Yorkshire Water Services Limited's handling of my FOI request 'Sewerage Capacity on Clotherholme Road, Ripon'.

I have been told that my request does not fall within the scope of the legislation. I disagree.

I have asked for the scope and timeframe for a proposed feasibility study on the capacity of our local sewage network in advance of a proposed development of 1,300 homes, school and business premises.

The response quoted the definition of environmental information 2004, regulation 2(1), claiming my request did not fit these definitions. I would argue that requesting information on a public sewage system fits entirely within these definitions, especially as it is considered that a breach in capacity is likely to pose a risk to public health, safety and an impact to the environment.

In addition, any works that the feasibility study may require will have a direct impact on the accessibility of residents down the road in question.
