Setting relet Council rents at Formula Rent

The request was successful.

Dear Haringey Borough Council,

Haringey Council follows a policy of setting relet Council rents at formula rent for secure tenants, where the formula rent is higher than the previous Council Social Rent.

For each of the two years 2019/20 and 2020/21, please state:

a. The number of relets of secure tenants.

b. The number of such cases where rent was increased above that of the previous tenancy in the same property, under the Council’s policy.

c. For the cases where the rent was increased as above, the mean average rent under the previous tenancy.

d. For the cases where the rent was increased as above, the mean average rent for the new tenancy.

With thanks.

Yours faithfully,

Paul Burnham

Dear Haringey Borough Council,

I would be grateful if you could acknowledge receipt of the above FOI request, and advise when you expect to provide a substantive reponse to my question.

Yours faithfully,

Paul Burnham

Dear Haringey Borough Council,

You have written that you expect to provide me with a substantive reply by 11 June, and also state that
'An officer is dealing with your request but needs more time to consider your request before fully responding to you.'

I am somewhat concerned by the implication of this latter statement, because my request concerns a matter to which I had hoped that a comprehensive FOI reply would be unproblematic.

Please note that Southwark Council follows a similar policy to that of Haringey (letting new tenancies at Formula rent , where that is higher than the current Social Rent); and an FOI question with the exact similar wording to the present Haringey request was also asked of Southwark, who replied on 11 May 2021 with a fully informative answer.

All of the details of the Southwark FOI request are available here:

Bott Lesley,

Dear Mr Burnham,

Re: Freedom of Information Act Request ref:  LBH/10954921

Thank you for your request for information received on 06 April 2021, in
which you asked for the following once again please accept my apologise
for the delay in this response.

My response is as follows:

all relets as the majority of lets are now initially introductory
tenancies rather than secure

b.  The number of such cases where rent was increased above that of the
previous tenancy in the same property, under the Council’s policy.

c.  For the cases where the rent was increased as above, the mean average
rent under the previous tenancy.

d.  For the cases where the rent was increased as above, the mean average
rent for the new tenancy.

 2019-20             2020-21

a          668                   517

b          250                   221

c          £98.95              £99.33

d          £102.42             £103.34

If you are unhappy with how we have responded to your request you can ask
us to conduct an Internal Review. If so, If so, please contact the
[1]Corporate Feedback Team.  (Please note you should do so within two
months of this response.)

You may also complain to the Information Commissioner's office, which may
be able to help you.  However they would normally expect the local
authority to have undertaken a complaint investigation or Internal Review
of the request before they will accept the referral.
