Dear Clackmannanshire Council,

I am interested in how Councils progress proposals for transformation.

The Clackmannanshire budget for 2018/19 set out proposals to reform management arrangements accross the Council.
Appendix A to the 2018/19 Budget report set out the key aims of a new management structure as being:

Reducing the number of management tiers from 3 to 4

Reduce the number of management posts.

Achieve savings of £756,000 in management costs.

I am writing to get information on how these reforms have progressed and would ask for the following information:

The current number of Management tiers across the Council in Performance, People and Place.

The numbers of managers in post with a renumeration of £70,000 or more as at 31 March of the following years 2017, 2018, 2019, 2020, 2021, 2022.

Salary expenditure on managers in posts with a renumeration of £70,000 or more in the following financial years, 2016/17, 2017/18, 2018/19, 2019/20, 2020/21, 2021/22.

Progress in achieving the intended savings of £756,000 through a reduction in management costs.

Thank you for the information provided to date .
I have now had a chance to review the response and would ask for clarification on the following points:

In my request I asked for details of the current number of management tiers. In your response you state there are three tiers of management. Can I ask you to show how the current numbers of managers earning more the £70,000 are distributed across these tiers and how this compares with the position in 2016/17 when I understand there were four tiers of management. A simple diagram showing the before and after position would be appreciated.

I also note that the number of managers as at 31 March 2017 was 10 and whilst this figure fell to 5 in 2018/19 it has subsequently risen and stood at 10 as at 31 March 2022. Information provided also indicates that the costs of employees earning over £70,000 has risen from £603, 581.70 in 2016/17 to £864,919.71 in 2021/22.

On that basis of the above information I would ask if you can clarify how the statement that "of the £756,000, £672,000 has been achieved" can be substantiated.

"The saving quoted  in the Budget paper would have been the saving at that
point in time based on the costs at that time, since 2018/19 we have had
pay awards in 2019/20, 2020/21, 2021/22, 2022/23 therefore the base
budgets will have increased in line with inflationary pay increase. Also
the proposed restructure of the People Directorate was reversed and we now
have a different structure in place".
