Further to your freedom of Information request please find my response below

At Enfield council we apportion our charges as follows

1. Service charges - For the majority of service we use the rateable value for our older traditional blocks. Where we have built new properties we apportion by floor area.
In the case of grounds maintenance be apportion equally by the total number of properties benefiting from the service; for instance the GM is carried out on an estate of 100 properties, each property will contribute towards 1/100th of the costs.
For building insurance we apportion by number of bedrooms.

2. Major works - for Major works we apportion solely by rateable value.
