FREEDOMOFINFORMATION (UNIVERSITY HOSPITALS SUSSEX NHS FOUNDATION TRUST), University Hospitals Sussex NHS Foundation Trust

Dear Melissa Oligario,

Thank you for contacting the Freedom of Information (FOI) Office at
University Hospitals Sussex NHS Foundation Trust. This email confirms
that we have received your correspondence.

We will now consider your request for information and reply in due
course. Under the terms of the Act the Trust has 20 working days in which
to respond. Your request has been assigned a reference number which has
been provided in the subject heading above. Please quote this reference
number in any communication about your request.

The Freedom of Information Act contains a number of exemptions that may
apply to some or all of the information you are seeking. If this is the
case, we will tell you that we have withheld information and why. If
clarification is required to assist us in identifying the information you
have requested we will contact you. The 20 working day clock associated
with FOI processing will then restart once we have received clarification.

It is important to note that the NHS continues to face unprecedented
operational challenges. While we will make every effort to respond to your
request within 20 working days, our staff remain focused on supporting our
healthcare services. Staff availability for information rights work will
remain limited for some time. It will not be possible for us to process
large requests for information that require an unreasonable level of staff
resources to provide. If you would like to revise your request please let
us know by emailing us.

Information about submitting FOI requests to public authorities can be
found on the Information Commissioner’s website

FREEDOMOFINFORMATION (UNIVERSITY HOSPITALS SUSSEX NHS FOUNDATION TRUST), University Hospitals Sussex NHS Foundation Trust

Dear Melissa Oligario,

Thank you for your recent request for information under the Freedom of
Information (FOI) Act 2000.

We will require clarification before we can continue processing your
request.

Your request (FOI220957), received 8 March 2023

Please could you provide the number of sepsis cases for the following
years:

2020

2021

2022

Your additional request, received 13 March 2023 – now renumbered as
FOI220965

Please could you also provide figures for 2019.

Assistance provided under Section 16 [duty to assist]:

The Trust has a responsibility under section 16 of the Act to provide
assistance with FOI requests where possible and reasonable to do so.

Firstly, University Hospitals Sussex NHS Foundation Trust has been in
operation since 1 April 2021, following the merger of Brighton and Sussex
University Hospitals NHS Trust and Western Sussex Hospitals NHS Foundation
Trust. On the basis that you are seeking information for periods of time
both before and after the merger, can you please confirm if you require
this information for all three Trusts (i.e. both legacy Trusts and
University Hospitals Sussex NHS Foundation Trust) where applicable? Where
information is required for the legacy Trusts and University Hospitals
Sussex NHS Foundation Trust, we will only be able to report by financial
year (i.e. April – March) due to the date of the merger. Information about
the Trust’s hospitals can be found on our website –
[1]https://www.uhsussex.nhs.uk/hospitals/

Further to the above the Trust uses the ICD-10 (International
Classification of Diseases, Tenth Revision) classification system which
outlines coding used across the NHS that contains codes for diseases,
signs and symptoms, abnormal findings, circumstances and external causes
of diseases or injury. Coding taken from the ICD-10 is used to extract and
report specific data from the Trust’s patient administration systems. We
are not certain what you mean by the ‘’number of sepsis cases’’ but we can
report on the number of patients where sepsis or a form of sepsis was
indicated as the primary diagnosis. We can also report on the number of
patients that have a sepsis recorded as a diagnosis in other positions i.e
secondary or tertiary diagnosis but which wasn't the primary diagnosis
noted at the time. Please note Primary Diagnosis is the condition
established after study to be chiefly responsible for occasioning the
admission of the patient to the hospital for care, it does not necessarily
mean this is the initial diagnosis of this condition for the patient.

In addition, our Coding Teams have indicated that there are various codes
relevant to varying types of sepsis:

A40        Streptococcal sepsis

A41        Other sepsis

P36        Neonatal sepsis

T81.4     Post-procedural sepsis

O85        Puerperal sepsis

A48.3   Toxic shock syndrome

Can you please advise which ICD-10 codes you would like us to use for the
financial years 2019/2020 – 2021/2022 inclusive?

With the above in mind, we are writing to you under section 16 of the Act
[duty to assist] to offer you the opportunity to clarify your request.

We will make every effort to provide our information as soon as possible,
however, under the terms of the Act the 20 working day clock restarts when
a request is clarified or revised.  A revised request will be logged as a
new request and a new reference number will be assigned.  If we do not
hear back from you in two months’ time your request will be closed.

We look forward to your reply and we’ll respond in due course.  Some
information may be withheld due to exemptions which are allowed for by the
Act.  If this is the case, we will tell you that we have withheld
information and explain why.

In the meantime, if we can be of further assistance please do not hesitate
to contact the Trust at: [2][UHSussex request email]

Yours sincerely,

Freedom of Information Office

University Hospitals Sussex NHS Foundation Trust
