Senior Service Managers and Staff removed during Stage 2 Investigations

We're waiting for Mr Elliott to read a recent response and update the status.

Dear Kent County Council,

As Kent County Council SCS are aware. During 2018, and as part of a serious (perhaps criminal ongoing investigation)

1. KCC confirm the full unambiguous answer (evidence based, copies of signed reasons for leaving by the Leaver) why a Whistle Blower, (whom was and remains part of a serious Stage 2 investigation), abruptly left her job, and no longer works for KCC.

The Head of SCS, and Directors, and others remain under investigations, yet KCC in their Stage 2 response, does not mention this removal of a key witness, and her confessions about KCC SCS.

In the Public Interest, it is important for such departures of Whistle Blowers to be explained by the Authority, especially when that person was part of a serious and significant investigation into child, and human rights abuse allegations by KCC

This Whistle Blower was/is a key witness to Kent County Council SCS child abuses by administrative failures, and incompetence of SCS departments. Incontrovertible facts, confirm that the Senior Children's Social Services Manager was right to highlight these serious failures, in 2017, and remain serious failures and threats to children of Kent.

2. As linked to above.

We also learn that the KEY SOCIAL WORKER involved in the investigations HAS ALSO left, and we ask..

a.Full reasons (signed by the leaver)
b. Why did KCC in stage 2 investigations fail to even mention the removal/departure of this key worker in the investigation?

Given the assurances by the Council that Stage 2 are independent (which of course they are not)

Why it is, that ALL reports have not mentioned the removal of this Whistle Blower, an her Social Worker in the reports by either the supposed Independent Investigator, and the Directors responding to the Stage 2 case?

Kent County Council are aware, the cover up, removal of whistle blowers DURING this (potentially criminal investigation into Directors conduct) key to serious investigations which were blocked, and a Stage 2 and Stage 3 complaint process colluded, and manipulated to protect Social Services key directors ...

These are serious requests in the public interest, and these further delays are very unwelcome

Dear Kent County Council,

Whilst your response is late, it is clear that the FOI dept have colluded illegally to represent a colluded position

1 member of staff are on record as a clear whistle blower as to the failures and abuse as a result, the abuse of children by Kent County Council SCS

KCC have removed this staff member and the representations put to FOI are separate to that of the fake, and colluded internal Stage 2 colluded investigation, led by SCS Leader(s), whom KCC are also protecting given his very very questionable at best past.

This is a deeply troubling development, and my escalation is also directed to the Leader Paul Carter whom is complicit in this illegal collusion and protectionism of child abuse led from the top of KCC SCS.

The facts are incontrovertible, and the FOI team hold NO credibility of transparency, as they are simple post boxes from those who abuse children by repeated failures and serious failures they all cover up, yet the facts which will be made public shortly, will prove KCC and specific persons must be held to account for their roles in those abuses ...

This is a matter for the Police, not the ICO (who are all consumed by Brexit and GDPR as KCC and ourselves know full well)

By that time, these guilty members will have long retired, and not held to account.

We will be contacting those staff removed, and if required have private investigations into those responsible to expose this to the public, and wider media.
I expect a full objective review to be undertaken.

These staff will be contacted shortly, with or without fear of the NDA/Compromise agreement struck between KCC and the Senior Service Manager (Social Worker), whom was an active Whistle Blower against the dept and proving up facts that the public demand to hear given the child abusive consequences of those failures.

We advised you in our response that the reasons for any member of staff
leaving KCC’s employment for any reason are considered confidential.

 

Having reviewed our handling of your request, I concede that we failed to
state the relevant section of the Freedom of Information Act 2000 that
allowed us to exempt such information from release, namely section 40(2),
personal data relating to other individuals where disclosure could
constitute a breach of data protection principles. We also failed to
respond to your request within statutory timescales. I therefore uphold
your complaint in this regard and offer my apologies.   

 

If you remain unhappy, your next course of action should be to appeal to
the Information Commissioner, who oversees compliance with the Freedom of
Information Act 2000. Details of what you need to do, should you wish to
