I am writing to request information under the Freedom of Information Act 2000. In order to assist you with this request, I am outlining my query as specifically as possible.
I would like to know the yearly salary of each vice principal and how much that has increased since 2012, year-to-year.

I would be interested in any information held by your organization regarding my request. I understand that I do not have to specify files or documents and that it is the institution’s responsibility to provide the information I require. If you need further clarification, please contact me by email.

I would like to receive the information electronically.

If my request is denied in whole or in part, I ask that you justify this by reference to specific exemptions of the Act. I will also expect you to release all non-exempt material. I reserve the right to appeal your decision to withhold any information or to charge excessive fees.
I would be grateful if you could confirm in writing/by email that you have received this request. I look forward to your response within 20 working days, as outlined by the statute.

FREEDOM OF INFORMATION REQUEST: FOI 2018-147

I refer to your email of 15 April 2018 requesting information relating to senior salaries at the University of Aberdeen.

Your request has now been considered under the Freedom of Information (Scotland) Act 2002, ‘the Act’.

Please find salary information for the Vice-Principals you have requested in the attached pdf document. The figures are the annual salaries of the Vice-Principals as at the start of the financial year, plus any additional remuneration awarded for their Vice-Principal or Head of College role. Any remuneration paid to those members of staff on behalf of external parties for other duties, notably payments for NHS clinical duties have been excluded from the figures.

I can confirm that the University holds information on the exact salaries of individual members of staff. This information constitutes their personal data, and its disclosure is deemed unfair as it may reflect their personal circumstances, such as changes of role and deductions. Our practice is to disclose instead salary information by post in £5,000 bands: this reflects the threshold for disclosure of higher education senior management pay decided by the regulator, the Scottish Information Commissioner. Please accept this message as a refusal notice in terms of section 16(1) of the Act that the exact salary information is considered exempt under section 38(1)(b) of the Act, as disclosure would breach the first data protection principle.

Should you be dissatisfied with this response, you have the right under the Act to request a review. A request for review must be made within 40 working days of the date of this reply. It must include your name and address for correspondence and specify the request for information and the grounds for dissatisfaction with the decision. Please send your request for review to our mailbox, [University of Aberdeen request email]. The University will respond to your request for a review within 20 working days of receipt of your request.

If you are unhappy with the outcome of the University’s internal review, you have the right to appeal to the Scottish Information Commissioner within six months of the date of receipt of the University’s review notice. Should you remain dissatisfied with the Commissioner’s decision, you have a right of appeal to the Court of Session on a point of law.
